2 | WHEREAS, The members of the Illinois Senate are saddened | ||||||
3 | to learn of the death of Norman H. "Norm" LaConte of | ||||||
4 | Chillicothe, who passed away on April 22, 2022; and
| ||||||
5 | WHEREAS, Norm LaConte was born to Wilmer and Gladys | ||||||
6 | (Stechman) LaConte in Roanoke on February 26, 1941; he was | ||||||
7 | raised in Eureka; he graduated from Bradley University, where | ||||||
8 | he studied accounting; he received his MBA from the University | ||||||
9 | of Illinois; he served in the U.S. Air Force Reserve and the | ||||||
10 | Illinois Air National Guard; he was previously married to | ||||||
11 | Patricia (Finn) LaConte; and
| ||||||
12 | WHEREAS, Norm LaConte began his career with the firm of | ||||||
13 | Gauger & Diehl in Peoria, where he performed health care | ||||||
14 | auditing and accounting; he then joined Proctor Community | ||||||
15 | Hospital as comptroller in 1965, working to restructure the | ||||||
16 | organization and its financial systems to accommodate the | ||||||
17 | government's new Medicare program; he became president and CEO | ||||||
18 | in 1979, and he served in that capacity until his retirement in | ||||||
19 | 2008; during his tenure, he guided the hospital through | ||||||
20 | various strategic reorganizations, enabling the creation of | ||||||
21 | new entities such as the Proctor Health Care Foundation, | ||||||
22 | Belcrest Services, Ltd., the Proctor First Care units, Proctor | ||||||
23 | Health Systems, and Health Plus; and

1 | WHEREAS, Norm LaConte served on numerous boards, including | ||||||
2 | the Illinois Hospital Association, the Illinois Provider | ||||||
3 | Trust, the Physicians Insurance Company, the Creve Coeur Club, | ||||||
4 | and the Country Club of Peoria; he was a member of the Peoria | ||||||
5 | Area Economic Development Council and was elected as a fellow | ||||||
6 | of the American College of Health Care Executives; he was | ||||||
7 | given Bradley University's Outstanding Accounting Alumnus | ||||||
8 | Award in 2000; and
| ||||||
9 | WHEREAS, Norm LaConte was passionate about aviation, and | ||||||
10 | he enjoyed owning various planes, maintaining his pilot's | ||||||
11 | license until his passing; he was also passionate about | ||||||
12 | classic cars, especially Corvettes, and shared his car hobby | ||||||
13 | with his daughter; he was an animal lover, growing up with | ||||||
14 | horses and the family dog; he continued to enjoy having | ||||||
15 | horses, dogs, and cats at his home and had a special fondness | ||||||
16 | for Border Collies; and

17 | WHEREAS, Norm LaConte is survived by his daughter, Lisa | ||||||
18 | LaConte (Donald Filkins); his brothers, Jerry LaConte and | ||||||
19 | Terry (Joan) LaConte; and their families; therefore, be it
| ||||||
20 | RESOLVED, BY THE SENATE OF THE ONE HUNDRED SECOND GENERAL | ||||||
21 | ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of | ||||||
22 | Norman H. "Norm" LaConte and extend our sincere condolences to |

1 | his family, friends, and all who knew and loved him; and be it | ||||||
2 | further

3 | RESOLVED, That a suitable copy of this resolution be | ||||||
4 | presented to the family of Norm LaConte as an expression of our | ||||||
