SENATE RESOLUTION

WHEREAS, The members of the Illinois Senate are saddened to learn of the death of Norman H. "Norm" LaConte of Chillicothe, who passed away on April 22, 2022; and

WHEREAS, Norm LaConte was born to Wilmer and Gladys (Stechman) LaConte in Roanoke on February 26, 1941; he was raised in Eureka; he graduated from Bradley University, where he studied accounting; he received his MBA from the University of Illinois; he served in the U.S. Air Force Reserve and the Illinois Air National Guard; he was previously married to Patricia (Finn) LaConte; and

WHEREAS, Norm LaConte began his career with the firm of Gauger & Diehl in Peoria, where he performed health care auditing and accounting; he then joined Proctor Community Hospital as comptroller in 1965, working to restructure the organization and its financial systems to accommodate the government's new Medicare program; he became president and CEO in 1979, and he served in that capacity until his retirement in 2008; during his tenure, he guided the hospital through various strategic reorganizations, enabling the creation of new entities such as the Proctor Health Care Foundation, Belcrest Services, Ltd., the Proctor First Care units, Proctor Health Systems, and Health Plus; and

WHEREAS, Norm LaConte served on numerous boards, including the Illinois Hospital Association, the Illinois Provider Trust, the Physicians Insurance Company, the Creve Coeur Club, and the Country Club of Peoria; he was a member of the Peoria Area Economic Development Council and was elected as a fellow of the American College of Health Care Executives; he was given Bradley University's Outstanding Accounting Alumnus Award in 2000; and

WHEREAS, Norm LaConte was passionate about aviation, and he enjoyed owning various planes, maintaining his pilot's license until his passing; he was also passionate about classic cars, especially Corvettes, and shared his car hobby with his daughter; he was an animal lover, growing up with horses and the family dog; he continued to enjoy having horses, dogs, and cats at his home and had a special fondness for Border Collies; and

WHEREAS, Norm LaConte is survived by his daughter, Lisa LaConte (Donald Filkins); his brothers, Jerry LaConte and Terry (Joan) LaConte; and their families; therefore, be it

RESOLVED, BY THE SENATE OF THE ONE HUNDRED SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of Norman H. "Norm" LaConte and extend our sincere condolences to his family, friends, and all who knew and loved him; and be it further

RESOLVED, That a suitable copy of this resolution be presented to the family of Norm LaConte as an expression of our deepest sympathy.
