SENATE RESOLUTION

 
2    WHEREAS, The members of the Illinois Senate are saddened
3to learn of the death of Judy Barclay of Park Ridge, who passed
4away on April 19, 2022; and
 
5    WHEREAS, Judy Barclay was born in Chicago on August 4,
61942; she moved to Park Ridge with her husband in 1967; and
 
7    WHEREAS, Judy Barclay worked for Gillick Real Estate for
8years; prior to her work in real estate, she served in the
9advertising department of the Journal & Topics Media Group;
10and
 
11    WHEREAS, Judy Barclay served as co-president of the
12nonprofit Kalo Foundation, which was established in 2006 to
13preserve the rich artistic legacy of Park Ridge; under her
14leadership, with help from the community, the organization
15purchased the Alfonso Iannelli Studios in 2011, which now
16serves as a private, nonprofit museum and gallery for the
17public; and
 
18    WHEREAS, Judy Barclay was one of the city's foremost
19experts on the history and the nuances of Park Ridge zoning;
20she and the late Pat Livensparger, who died in 2017, were the
21founders of Citizens United to Retain Residential Balance

1(CURRB); they spent several decades becoming familiar with the
2complexities of Park Ridge zoning ordinances, which led them
3to call for improvements and encourage reforms of city codes;
4and
 
5    WHEREAS, Judy Barclay served on several planning
6committees for Park Ridge, one of which rewrote the sign
7ordinances and another which developed the Historic
8Preservation Commission (HPC); through her efforts, HPC
9designated significant buildings in the city as landmarks,
10sponsored poster contests and other activities to help local
11children learn about Park Ridge buildings, and provided
12displays for public viewing; and
 
13    WHEREAS, Judy Barclay was recognized as a 2016 Community
14Star by the Park Ridge Chamber of Commerce; she will be
15remembered for her commitment and dedication to the community
16and City of Park Ridge; and
 
17    WHEREAS, Judy Barclay was the wife of Jack; the mother of
18Brian Barclay and Missy (Jim) Langan; the grandmother of Jason
19DiPietro, Mary Kate Barclay, Emily Barclay, Margaret Barclay,
20Anne Barclay, and Russell Langan; and the great-grandmother of
21Lily DiPietro and Colton DiPietro; therefore, be it
 
22    RESOLVED, BY THE SENATE OF THE ONE HUNDRED SECOND GENERAL

1ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of
2Judy Barclay and extend our sincere condolences to her family,
3friends, and all who knew and loved her; and be it further
 
4    RESOLVED, That a suitable copy of this resolution be
5presented to the family of Judy Barclay as an expression of our
6deepest sympathy.
