| 2 | | WHEREAS, The members of the Illinois Senate are saddened |
| 3 | | to learn of the death of Charles Winston "Wynne" Carter of |
| 4 | | Hanna City, who passed away on April 20, 2022; and
|
| 5 | | WHEREAS, Wynne Carter was born to Aune (Wainio) and Carl |
| 6 | | Woodrow "Woody" Carter in Dunlap on February 6, 1942; he |
| 7 | | graduated from Dunlap High School, where he excelled in sports |
| 8 | | and was offered full-ride football scholarships to a variety |
| 9 | | of colleges; however, he opted to serve his country as a |
| 10 | | paratrooper in the 101st Airborne, Screaming Eagles; he |
| 11 | | married Marilyn Willis on June 29, 1962; and
|
| 12 | | WHEREAS, Wynne Carter became a carpenter in 1965; he |
| 13 | | worked as a foreman for V Jobst & Sons and was president of |
| 14 | | Carpenters Local #183, now #237, from 1976 to 1984; in 1984, |
| 15 | | he, along with five partners, started the River City |
| 16 | | Construction Company, where he served as owner and vice |
| 17 | | president; he retired in 2005; he was a hard worker and an |
| 18 | | inspiring leader, who enjoyed working alongside others and |
| 19 | | helping them reach their full potential; and
|
| 20 | | WHEREAS, Wynne Carter was a member of Charter Oak Bible |
| 21 | | Church and was deeply committed to his faith, which he was |
| 22 | | excited to share; and
|

| 1 | | WHEREAS, Wynne Carter enjoyed playing guitar and singing |
| 2 | | with his family;
he was a farmer, an avid hunter, fisher, |
| 3 | | gardener, and outdoorsman; he was passionate about making land |
| 4 | | beautiful; he was generous with his time and volunteered to |
| 5 | | help others on numerous building projects; he was a larger |
| 6 | | than life figure, and most who knew him have a Wynne story to |
| 7 | | tell; he will be most remembered for his selflessness, |
| 8 | | generosity, humor, and strength; and
|
| 9 | | WHEREAS, Wynne Carter is survived by his wife, Marilyn; |
| 10 | | his four daughters, Wendy (Curt) Kooken, Charla Dixon, |
| 11 | | Jennifer (Tyrone) Redd, and Kristi (James) Stephens; his five |
| 12 | | brothers, Donald (Shela) Carter, Gail Carter, Jerry (Loree) |
| 13 | | Carter, Kevin (Mary) Carter, and Mike (Kim) Carter; his 12 |
| 14 | | grandchildren; his 12 great-grandchildren; his nieces and |
| 15 | | nephews; his extended family; and his countless friends; |
| 16 | | therefore, be it

| 17 | | RESOLVED, BY THE SENATE OF THE ONE HUNDRED SECOND GENERAL |
| 18 | | ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of
|
| 19 | | Charles Winston "Wynne" Carter and extend our sincere
|
| 20 | | condolences to his family, friends, and all who knew and loved
|
| 21 | | him; and be it further
