2 | | WHEREAS, The members of the Illinois Senate are saddened |
3 | | to learn of the death of Daniel "Dan" Patrick Daly of Peoria, |
4 | | who passed away on December 20, 2021; and
|
5 | | WHEREAS, Dan Daly was born to John J. and Mary S. Daly in |
6 | | Peoria on November 30, 1956; he graduated from the Spalding |
7 | | Institute in 1974 and from Bradley University with a Bachelor |
8 | | of Science in Accounting in 1977; he married Sherry Lynn |
9 | | O'Neill in Peoria on July 5, 1980; and
|
10 | | WHEREAS, As a certified public accountant, Dan Daly |
11 | | focused his career on the financial services industry; he |
12 | | began as an auditor and consultant with KPMG Peat Marwick in |
13 | | the late 1970s; in 1996, he became the founding president and |
14 | | chief executive officer of First Capital Bank; this was the |
15 | | first new bank chartered in Peoria in over 27 years, and its |
16 | | assets grew from $5.3 million at inception to over $254 |
17 | | million in six years; after First Capital Bank was acquired by |
18 | | First Busey Corp. in 2004, he served as a regional president |
19 | | for Busey Bank; he was president and CEO of SENB Bank which |
20 | | serves the Quad Cities Illinois-Iowa metropolitan area; and
|
21 | | WHEREAS, Dan Daly was elected chairman of the Illinois |
22 | | Bankers Association (IBA) in 2018 and served on the IBA Board |

1 | | since 2009; he was actively involved in community efforts and |
2 | | served on the boards of Empower Illinois, Renew Moline, the |
3 | | Gilmore Foundation, and the Regional Opportunities Council; he |
4 | | was the chairman of the Board of Directors for SAL Family and |
5 | | Community Services and the American Red Cross; he was the |
6 | | treasurer of the Country Club of Peoria for several years; |
7 | | previously, he served in leadership roles on the boards of the |
8 | | Heart of Illinois United Way and chaired its 1999 annual |
9 | | campaign, the Peoria Symphony Orchestra, Catholic Charities, |
10 | | the Finance Council of the Catholic Diocese of Peoria, the |
11 | | Boys and Girls Club of Greater Peoria, the EPIC Foundation, |
12 | | the Tri-County Urban League, the Community Foundation of |
13 | | Central Illinois, the Human Service Center and Human Service |
14 | | Center Foundation, the FC Peoria Soccer Club, and the Peoria |
15 | | Park District Foundation and Fayette Companies; he also |
16 | | chaired the Peoria County unit of the American Cancer Society |
17 | | and chaired that organization's statewide fund-raising |
18 | | efforts; he served as chair and treasurer of the Peoria Civic |
19 | | Center Authority and co-chaired the $60 million redevelopment |
20 | | in 2005; he also served as chairman of the Peoria Riverfront |
21 | | Museum and co-chaired the construction of their $35 million |
22 | | museum development in 2012; he served as a board chair, a |
23 | | finance chair, and a member of the Buildings and Grounds |
24 | | Committee since 2017; and

25 | | WHEREAS, Dan Daly was a member of CEO Council and Focus |

1 | | Forward CI; he was honored as part of the 40 leaders under 40 |
2 | | in 1996 and as alumnus of the year in 2014; and
|
3 | | WHEREAS, Dan Daly was an active member of St. Philomena |
4 | | Catholic Church in Peoria; he served as lector and Eucharistic |
5 | | Minister and was a Finance Committee member; and
|
6 | | WHEREAS, Dan Daly's most important priority was caring for |
7 | | his family and friends; he was a friend to all and will |
8 | | especially be remembered for his patience, enthusiasm, warm |
9 | | smile, great laugh, leadership, and compassion; and
|
10 | | WHEREAS, Dan Daly was preceded in death by his parents; |
11 | | his father-in-law, Jerry O'Neill; and his two great-nieces; |
12 | | and
|
13 | | WHEREAS, Dan Daly is survived by his wife; his children, |
14 | | Maggie (Clark) Halstead, Bridget Daly, Maureen (Robert) Smith |
15 | | III, and Patrick Daly; his six grandchildren, Elizabeth, |
16 | | Catherine, Edmund, and Mary Halstead and Bobby IV and Chloe |
17 | | Smith; his two brothers, Michael (Sally) and Robert (Denise); |
18 | | his favorite sister, Mary Jo (William) Murphy; his two |
19 | | sisters-in-law, Jayne (Joel) Van Ness and Peggy O'Neill; his |
20 | | mother-in-law, Ruth O'Neill; his 14 nieces and nephews; and |
21 | | his nine great-nieces and nephews; therefore, be it
