2 | | WHEREAS, The members of the Illinois Senate are saddened |
3 | | to learn of the death of Vincent L. "Vince" Looby of |
4 | | Springfield, who passed away on August 5, 2021; and
|
5 | | WHEREAS, Vince Looby was born in Greenview to William H. |
6 | | and Marguerite (Doyle) Looby on June 24, 1928; he graduated |
7 | | from Greenview High School in 1947; he attended Springfield |
8 | | Jr. College; he earned his bachelor's degree from Sangamon |
9 | | State University; he married Earlona Williams in Springfield |
10 | | on June 23, 1956; and
|
11 | | WHEREAS, Vince Looby served in the U.S. Air Force and |
12 | | Illinois Air National Guard for 37 years, retiring as a |
13 | | colonel; and
|
14 | | WHEREAS, Vince Looby was a member of St. Agnes Catholic |
15 | | Church, the Knights of Columbus, and the Elks; he served as |
16 | | chair and board member of Heartland Credit Union; he also |
17 | | served as president of Senior Services of Illinois for 15 |
18 | | years and as a member of the Springfield Planning and Zoning |
19 | | Commission for 16 years; he loved sports, coaching youth teams |
20 | | for many years, and the Chicago Cubs; and
|
21 | | WHEREAS, Vince Looby was preceded in death by his parents; |

1 | | his brother, William P. Looby; and his sister, Ruth L. |
2 | | Kauffman; and

3 | | WHEREAS, Vince Looby is survived by his wife, Earlona |
4 | | "Lonnie" Looby; his sons, Jim (Melinda) Looby, William Looby, |
5 | | and David Looby; his daughters, Ann Marie Young, Lynn |
6 | | Marguerite, and Amy Looby; his 12 grandchildren, Jennifer |
7 | | (Matthew) Doering, David (Alyssa) Castor, Sean Looby, Matt |
8 | | Looby, Molly Looby, Emily Looby, Isaac Looby, Andrew Looby, |
9 | | Thomas Looby, Daniel Looby, Logan Looby, and London Looby; his |
10 | | great-grandchildren, Jack Castor, Holden Looby, Charlotte |
11 | | Doering, Charlie Castor, and Joshua Doering; and his several |
12 | | nieces and nephews; therefore, be it

13 | | RESOLVED, BY THE SENATE OF THE ONE HUNDRED SECOND GENERAL |
14 | | ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of |
15 | | Vincent L. "Vince" Looby and extend our sincere condolences to |
16 | | his family, friends, and all who knew and loved him; and be it |
17 | | further

19 | | presented to the family of Vince Looby as an expression of our |
