SENATE RESOLUTION

  
 
2    WHEREAS, The members of the Illinois Senate are saddened 
3to learn of the death of Harry "Hal" A. Loucks of Rock Island, 
4who passed away on July 21, 2021; and
  
 
5    WHEREAS, Hal Loucks was born to Edward J. and Helen A. 
6Hughes Loucks in Troy, New York on August 10, 1944; he 
7graduated from Lansingburgh High School in New York; after 
8high school, he joined the U.S. Air Force and served from 1962 
9to 1966; he married Sylvia Finch in Las Vegas, Nevada on 
10November 5, 2002; and
  
 
11    WHEREAS, For the majority of his career, Hal Loucks worked 
12in finance for the banking industry; in his later years, he 
13spent time working in sales for a variety of organizations; 
14and
  
 
15    WHEREAS, Hal Loucks enjoyed bowling, telling jokes, and 
16traveling; he was an avid NASCAR, Chicago Bears, and Chicago 
17Cubs fan; and
  
 
18    WHEREAS, Hal Loucks is survived by his wife, Sylvia 
19Loucks; his children, Chad (Tia) Loucks and Jodi (Dave) 
20Lubkeman; his stepchildren, Jody (Dennis) Martin, Rick 
21(Laurie) Finch, and Kim (Bill) Crandall; his grandchildren;

1his great-grandchildren; his nieces and nephews; his brother, 
2E. John Loucks; and his sister, Alicia Nelson; therefore, be

4    RESOLVED, BY THE SENATE OF THE ONE HUNDRED SECOND GENERAL 
5ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of 
6Harry "Hal" A. Loucks and extend our sincere condolences to 
7his family, friends, and all who knew and loved him; and be it 
8further
  
 
9    RESOLVED, That a suitable copy of this resolution be 
10presented to the family of Hal Loucks as an expression of our 
11deepest sympathy.
