SENATE RESOLUTION

  
 
2    WHEREAS, The members of the Illinois Senate are saddened 
3to learn of the death of Jerry E. Phelps of Rock Island, who 
4passed away on March 24, 2021; and
  
 
5    WHEREAS, Jerry Phelps was born to Roy J. and Mary (Sturms) 
6Phelps in Muscatine, Iowa on August 23, 1930; he married Jean 
7Danner in Muscatine, Iowa on July 2, 1952; he served in the 
8United States Marine Corps; and
  
 
9    WHEREAS, Jerry Phelps was the owner and operator of Phelps 
10Fashion Apparel, Rock Island, Jerry on the Spot Cleaners, 
11Model Cleaners, Vanderbeck Cleaners, Moline, and Center Stage 
12Gift Shop; and
  
 
13    WHEREAS, Jerry Phelps  served as a Rock Island Councilman 
14from 1969 to 1973; and
  
 
15    WHEREAS, Jerry Phelps was a member of the First Baptist 
16Church of Rock Island and the Rock Island Kiwanis and served as 
17former president of the Illinois Dry Cleaning Association and 
18the Hilltop Business Association; and
  
 
19    WHEREAS, Jerry Phelps enjoyed working in his garden; and

1    WHEREAS, Jerry Phelps was preceded in death by his parents 
2and his son, Roy J. Phelps II; and
  
 
3    WHEREAS, Jerry Phelps is survived by his wife of 68 years, 
4Jean; his daughter, Debbie (David) Antognoli; his 
5grandchildren, David (Jessica) Antognoli and Olivia (Ben) 
6Stoner; his sister, Patricia Bennett; and his brother, Michael 
7Phelps; therefore, be it
  
 
8    RESOLVED, BY THE SENATE OF THE ONE HUNDRED SECOND GENERAL 
9ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of 
10Jerry E. Phelps and extend our sincere condolences to his 
11family, friends, and all who knew and loved him; and be it 
12further
  
 
13    RESOLVED, That a suitable copy of this resolution be 
14presented to the family of Jerry Phelps as an expression of our 
15deepest sympathy.
