SENATE RESOLUTION

 
2    WHEREAS, Passed in 2014, PA 98-0632, also known as
3Lauren's Law, requires all Illinois high schools and secondary
4schools to teach CPR and AED instruction and training as part
5of their health curriculum; and
 
6    WHEREAS, The CPR and AED training must be incorporated
7into the health curriculum of a school, but it is not required
8to be within that specific course time; the law does not
9specify content, but both the American Red Cross and the
10American Heart Association require that content must cover
11lecture, demonstration, and practice; and
 
12    WHEREAS, Lauren's Law does not require mouth-to-mouth,
13mouth-to-facemask, or rescue breathing training but must
14include hands-on skill delivery; the instruction may be
15delivered in person, by video, online, by webinar, or by the
16reading of manuals; and
 
17    WHEREAS, Many schools do not have CPR or AED training as
18part of their curriculum, or they have the training on their
19syllabus but do not comply; currently, there are no
20consequences for non-compliance; and
 
21    WHEREAS, Untrained bystanders who witness cardiac arrest

1do not know how to respond to a cardiac emergency, which loses
2valuable response time; according to the American Heart
3Association, over 350,000 people die from out of hospital
4cardiac arrest each year; a person has a 10% chance of
5surviving an out of hospital cardiac arrest; early recognition
6of a cardiac arrest and immediate quality CPR is the link to
7survival; bystander CPR can increase survival by 2-3 times;
8therefore, be it
 
9    RESOLVED, BY THE SENATE OF THE ONE HUNDRED SECOND GENERAL
10ASSEMBLY OF THE STATE OF ILLINOIS, that we strongly urge the
11Illinois State Board of Education to enforce compliance of
12Lauren's Law at all Illinois high schools and secondary
13schools and to encourage school districts to include the
14program as early as the 6th grade; and be it further
 
15    RESOLVED, That we strongly urge all public schools to
16become Heart Safe Schools by completing a Cardiac Emergency
17Response Plan (CERP); and be it further
 
18    RESOLVED, As part of the CERP, we urge schools to clearly
19identify school staff that have CPR and AED certification and
20offer non-certification CPR and AED training to other staff
21members; and be it further
 
22    RESOLVED, That a suitable copy of this resolution be
