Amends the Local Records Act. Provides that a unit of local government shall compile a list of the pay and benefits of every employee, consultant, contractor, and other personnel of the unit of local government whose accumulated payments or compensation are at least $1,000 during each fiscal year. Provides that the list shall continue to be updated throughout the entire fiscal year by adding additional names of persons being paid at least $1,000. Provides that the unit of local government shall publish on its website, if it has one, the compiled list and shall update the list at least annually. Provides that, if the unit of local government does not have a website, the unit of local government shall publish the list, on an annual basis, in a newspaper of general circulation in the county in which the unit of local government is located. Limits home rule powers.

2 | | Be it enacted by the People of the State of Illinois,

3 | | represented in the General Assembly:

4 | | Section 5. The Local Records Act is amended by adding |
5 | | Section 25 as follows: |
6 | | (50 ILCS 205/25 new) |
7 | | Sec. 25. Compensation greater than $1,000. |
8 | | (a) A unit of local government shall compile a list of the |
9 | | pay and benefits of every employee, consultant, contractor, |
10 | | and other personnel of the unit of local government whose |
11 | | accumulated payments or compensation are at least $1,000 |
12 | | during each fiscal year. Exempt material listed under Section |
13 | | 7 of the Freedom of Information Act shall not be included in |
14 | | the list. The list shall continue to be updated throughout the |
15 | | entire fiscal year by adding additional names of persons whose |
16 | | accumulated payments or compensation are at least $1,000. |
17 | | (b) A unit of local government shall publish on its |
18 | | website, if it has one, the public record compiled under |
19 | | subsection (a) and shall update the list at least annually. If |
20 | | the unit of local government does not have a website, the unit |
21 | | of local government shall publish the list, on an annual |
22 | | basis, in a newspaper of general circulation in the county in |
23 | | which the unit of local government is located. |
