1 | | Assembly, within a year after the effective date of this |
2 | | amendatory Act of the 97th General Assembly or the first year |
3 | | of his or her first term, shall complete a minimum of 4 hours |
4 | | of professional development leadership training covering |
5 | | topics in education and labor law, financial oversight and |
6 | | accountability, and fiduciary responsibilities of a school |
7 | | board member , and, beginning with the 2023-2024
school year, |
8 | | trauma-informed practices for students and staff . The school |
9 | | district shall maintain on its Internet website, if any, the |
10 | | names of all voting members of the school board who have |
11 | | successfully completed the training. |
12 | | (b-5) The training regarding trauma-informed practices for |
13 | | students and staff required by this
Section must include |
14 | | information that is relevant to and within the scope of the |
15 | | duties of a school board
member. Such information may include, |
16 | | but is not limited to: |
17 | | (1) the recognition of and care for
trauma in students |
18 | | and staff; |
19 | | (2) the relationship between staff wellness and |
20 | | student learning; |
21 | | (3) the
effect of trauma on student behavior and |
22 | | learning; |
23 | | (4) the prevalence of trauma among students,
including |
24 | | the prevalence of trauma among student populations at |
25 | | higher risk of experiencing
trauma; |
26 | | (5) the effects of implicit or explicit bias on |

1 | | recognizing trauma among various student groups in |
2 | | connection with race, ethnicity, gender identity, sexual |
3 | | orientation, socio-economic status, and other relevant |

5 | | (6)
effective district and school practices that are |
6 | | shown to: |
7 | | (A) prevent and mitigate the negative effect of |
8 | | trauma on
student behavior and learning; and |
9 | | (B) support the emotional wellness of staff. |
10 | | (c) The training on financial oversight, accountability, |
11 | | and fiduciary responsibilities , and, beginning with the |
12 | | 2023-24 school year, trauma-informed
practices for students |
13 | | and staff may be provided by an association established under |
14 | | this Code for the purpose of training school board members or |
15 | | by other qualified providers approved by the State Board of |
16 | | Education, in consultation with an association so established.

17 | | (d) The State Board of Education may adopt rules that are |
18 | | necessary for the administration
of the provisions of this |
19 | | Section. |

23 | | (a) To conduct in-service training programs for teachers. |
24 | | (b) In addition to
other topics at in-service training

25 | | programs, at least once every 2 years, licensed school |

1 | | personnel and administrators who work with pupils in |
2 | | kindergarten through grade 12 shall be
trained to identify the |
3 | | warning signs of mental illness , trauma, and suicidal behavior |
4 | | in youth and shall be taught appropriate intervention and |
5 | | referral techniques. A school district may utilize the |
6 | | Illinois Mental Health First Aid training program, established |
7 | | under the Illinois Mental Health First Aid Training Act and |
8 | | administered by certified instructors trained by a national |
9 | | association recognized as an authority in behavioral health, |
10 | | to provide the training and meet the requirements under this |
11 | | subsection. If licensed school personnel or an administrator |
12 | | obtains mental health first aid training outside of an |
13 | | in-service training program, he or she may present a |
14 | | certificate of successful completion of the training to the |
15 | | school district to satisfy the requirements of this |
16 | | subsection.

17 | | Training regarding the implementation of trauma-informed |
18 | | practices satisfies the requirements
of this subsection (b). |
19 | | A course of instruction as described in this subsection |
20 | | (b) may provide information that is relevant to
and within the |
21 | | scope of the duties of licensed school personnel or school |
22 | | administrators. Such information may include,
but is not |
23 | | limited to: |
24 | | (1) the recognition of and care for trauma in students |
25 | | and staff; |
26 | | (2) the relationship between educator wellness and |

1 | | student learning; |
2 | | (3) the effect of trauma on student behavior and |
3 | | learning; |
4 | | (4) the prevalence of trauma among students, including |
5 | | the prevalence of trauma among student

6 | | higher risk of experiencing trauma; |
7 | | (5) the effects of implicit or explicit bias on |
8 | | recognizing trauma among various student groups in |
9 | | connection with race, ethnicity, gender identity, sexual |
10 | | orientation, socio-economic status, and other relevant |
11 | | factors; and |
12 | | (6) effective district practices that are shown to: |
13 | | (A) prevent and mitigate the negative effect of |
14 | | trauma on student behavior and learning; and |
15 | | (B) support the emotional wellness of staff. |
16 | | (c) School guidance counselors, nurses, teachers and other |
17 | | school personnel
who work with pupils may be trained to have a |
18 | | basic knowledge of matters
relating to acquired |
19 | | immunodeficiency syndrome (AIDS), including the nature
of the |
20 | | disease, its causes and effects, the means of detecting it and
|
21 | | preventing its transmission, and the availability of |
22 | | appropriate sources of
counseling and referral, and any other |
23 | | information that may be appropriate
considering the age and |
24 | | grade level of such pupils. The School Board shall
supervise |
25 | | such training. The State Board of Education and the Department
|
26 | | of Public Health shall jointly develop standards for such |

1 | | training.

2 | | (d) In this subsection (d): |
3 | | "Domestic violence" means abuse by a family or household |
4 | | member, as "abuse" and "family or household members" are |
5 | | defined in Section 103 of the Illinois Domestic Violence Act |
6 | | of 1986. |
7 | | "Sexual violence" means sexual assault, abuse, or stalking |
8 | | of an adult or minor child proscribed in the Criminal Code of |
9 | | 1961 or the Criminal Code of 2012 in Sections 11-1.20, |
10 | | 11-1.30, 11-1.40, 11-1.50, 11-1.60, 12-7.3, 12-7.4, 12-7.5, |
11 | | 12-12, 12-13, 12-14, 12-14.1, 12-15, and 12-16, including |
12 | | sexual violence committed by perpetrators who are strangers to |
13 | | the victim and sexual violence committed by perpetrators who |
14 | | are known or related by blood or marriage to the victim. |
15 | | At least once every 2 years, an in-service training |
16 | | program for school personnel who work with pupils, including, |
17 | | but not limited to, school and school district administrators, |
18 | | teachers, school guidance counselors, school social workers, |
19 | | school counselors, school psychologists, and school nurses, |
20 | | must be conducted by persons with expertise in domestic and |
21 | | sexual violence and the needs of expectant and parenting youth |
22 | | and shall include training concerning (i) communicating with |
23 | | and listening to youth victims of domestic or sexual violence |
24 | | and expectant and parenting youth, (ii) connecting youth |
25 | | victims of domestic or sexual violence and expectant and |
26 | | parenting youth to appropriate in-school services and other |

1 | | agencies, programs, and services as needed, and (iii) |
2 | | implementing the school district's policies, procedures, and |
3 | | protocols with regard to such youth, including |
4 | | confidentiality. At a minimum, school personnel must be |
5 | | trained to understand, provide information and referrals, and |
6 | | address issues pertaining to youth who are parents, expectant |
7 | | parents, or victims of domestic or sexual violence.

8 | | (e) At least every 2 years, an in-service training program |
9 | | for school personnel who work with pupils must be conducted by |
10 | | persons with expertise in anaphylactic reactions and |
11 | | management.
|
12 | | (f) At least once every 2 years, a school board shall |
13 | | conduct in-service training on educator ethics, |
14 | | teacher-student conduct, and school employee-student conduct |
15 | | for all personnel. |

17 | | Section 99. Effective date. This Act takes effect January |
