Amends the Personnel Code. Provides that for the granting of appropriate preference in the hiring of ex-offenders, persons who are ex-felons who have been offense-free for at least 7 years after meeting specified requirements shall be eligible for a hiring preference from the State. Specifies further eligibility requirements. Provides for the adoption of rules.

1 | | AN ACT concerning State government.
|
2 | | Be it enacted by the People of the State of Illinois,
|
3 | | represented in the General Assembly:
|
4 | | Section 5. The Personnel Code is amended by adding Section |
5 | | 8b.21 as follows: |
6 | | (20 ILCS 415/8b.21 new) |
7 | | Sec. 8b.21. Ex-offender preference. |
8 | | (a) For the granting of appropriate preference in the |
9 | | hiring of ex-offenders, persons who are ex-felons who have |
10 | | been offense-free for at least 7 years after meeting the |
11 | | requirements specified in this Section, and any other |
12 | | applicable legal requirements of the this State, shall be |
13 | | eligible for a hiring preference from the State. |
14 | | (b) Any person eligible for a hiring preference under this |
15 | | Section must meet the following requirements: |
16 | | (1) participation in a program of counseling; |
17 | | (2) no probation violations; |
18 | | (3) no unpaid fines or amounts; |
19 | | (4) provide community, church, or other personal |
20 | | witnesses and references who can attest to the |
21 | | rehabilitation of the applicant; and |
22 | | (5) any other eligibility requirements prescribed by |
23 | | the Director of Central Management Services. |
