    Amends the Southern Illinois University Management Act. Removes the Superintendent of Public Instruction from the membership of the Board of Trustees of Southern Illinois University. Effective immediately.

1    AN ACT concerning education.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Southern Illinois University Management Act
5is amended by changing Section 2 as follows:
 
6    (110 ILCS 520/2)  (from Ch. 144, par. 652)
7    Sec. 2. The Board shall consist of 7 members appointed by
8the Governor, by and with the advice and consent of the Senate,
9the Superintendent of Public Instruction, or his chief
10assistant for liaison with higher education when designated to
11serve in his place, ex-officio, and 2 voting student members,
12one from each campus of the University. Each student member
13shall be chosen by the respective campuses of Southern
14Illinois University at Carbondale and Edwardsville. The method
15of choosing these student members shall be by campus-wide
16student election. The student members shall serve terms of one
17year beginning on July 1 of each year, except that the student
18members initially selected shall serve a term beginning on the
19date of such selection and expiring on the next succeeding
20June 30. To be eligible for selection as a student member and
21to be eligible to remain as a student member of the Board, a
22student member must be a resident of this State, must have and
23maintain a grade point average that is equivalent to at least

12.5 on a 4.0 scale, and must be a full-time student enrolled at
2all times during his or her term of office except for that part
3of the term which follows the completion of the last full
4regular semester of an academic year and precedes the first
5full regular semester of the succeeding academic year at the
6university (sometimes commonly referred to as the summer
7session or summer school). If a student member serving on the
8Board fails to continue to meet or maintain the residency,
9minimum grade point average, or enrollment requirement
10established by this Section, his or her membership on the
11Board shall be deemed to have terminated by operation of law.
12No more than 4 of the members appointed by the Governor shall
13be affiliated with the same political party. Each member
14appointed by the Governor must be a resident of this State. A
15failure to meet or maintain this residency requirement
16constitutes a resignation from and creates a vacancy in the
17Board. Upon the expiration of the terms of members appointed
18by the Governor, their respective successors shall be
19appointed for terms of 6 years from the third Monday in January
20of each odd-numbered year and until their respective
21successors are appointed for like terms. If the Senate is not
22in session appointments shall be made as in the case of
23vacancies.

25    Section 99. Effective date. This Act takes effect upon
26becoming law.
