Amends the Board of Higher Education Act. Requires the Board of Higher Education to establish an online statewide direct admissions program to provide more high school seniors with the opportunity to obtain a postsecondary certificate or degree. Provides that the Board shall receive the grades of each high school student from district uploads to the Board. Provides that a student shall receive conditional acceptance to a public university or to a public community college based on his or her grade point average and college entrance examination scores relative to the benchmark grade point average and college entrance examination score set by the Board. Sets forth additional provisions of the program. Effective January 1, 2023.

2 | | Be it enacted by the People of the State of Illinois,

3 | | represented in the General Assembly:

4 | | Section 5. The Board of Higher Education Act is amended by |
5 | | adding Section 9.40 as follows: |
6 | | (110 ILCS 205/9.40 new) |
7 | | Sec. 9.40. Direct admissions program. |
8 | | (a) The Board of Higher Education shall create an online |
9 | | statewide direct admissions program to provide more high |
10 | | school seniors with the opportunity to obtain a postsecondary |
11 | | certificate or degree. The Board shall model the program after |
12 | | the Direct Admissions initiative in Idaho. The Board shall |
13 | | receive the grades of each high school student from school |
14 | | district uploads to the State Board of Education. The Board |
15 | | shall establish a benchmark grade point average and college |
16 | | entrance examination score to determine a student's admission |
17 | | eligibility. A student at or above the benchmark shall be |
18 | | conditionally admitted, pending the student's successful |
19 | | completion of high school, to the following public |
20 | | universities: University of Illinois, Southern Illinois |
21 | | University, Chicago State University, Eastern Illinois |
22 | | University, Governors State University, Illinois State |
23 | | University, Northeastern Illinois University, Northern |
