Amends the Illinois Horse Racing Act of 1975. Provides that the Illinois Racing Board shall conduct a study analyzing the conduct of advance deposit wagering and submit its finding to the General Assembly no later than November 1, 2021. Provides that the study shall include any trends in advance deposit wagering from inception to present day, the growing percentage of total horse racing bets that are made through advance deposit wagering, and the history of distribution of net revenues from advance deposit wagering provided to advance deposit wagering licensees, organization licensees, and horsemen purse accounts. Effective immediately.

1 | | AN ACT concerning gaming.

2 | | Be it enacted by the People of the State of Illinois,
|
3 | | represented in the General Assembly:

4 | | Section 5. The Illinois Horse Racing Act of 1975 is |
5 | | amended by adding Section 12.3 as follows: |
6 | | (230 ILCS 5/12.3 new) |
7 | | Sec. 12.3. Advance deposit wagering study. |
8 | | (a) As used in this Section, "net revenues" means total |
9 | | revenues generated by advance deposit wagering less winning |
10 | | wagers and taxes paid out. |
11 | | (b) To fulfill the purpose of this Act in promoting and |
12 | | protecting the sport of horse racing in all its forms, the |
13 | | General Assembly desires information useful to the continued |
14 | | development of appropriate public policy. In that regard, it |
15 | | is recognized that when advance deposit wagering was |
16 | | introduced in Illinois, the expectation was that, on a |
17 | | percentage basis, the net revenues from those wagers would be |
18 | | equally distributed between the organization licensees, |
19 | | horsemen purses, and advance deposit wagering licensees. |
20 | | (c) The General Assembly recognizes that advance deposit |
21 | | wagering within the Illinois horse racing industry has evolved |
22 | | since its initial introduction and that it is appropriate to |
23 | | examine how, on a percentage basis, net revenues from advance |
