2 | | AMENDMENT NO. ______. Amend Senate Bill 922 by replacing |
3 | | everything after the enacting clause with the following:
|
4 | | "Section 5. The Department of Natural Resources Act is |
5 | | amended by changing Section 20-10 as follows:
|
6 | | (20 ILCS 801/20-10)
|
7 | | Sec. 20-10. Board of the Illinois State Museum.
|
8 | | (a) Within the Department there shall be a Board of the |
9 | | Illinois State
Museum, composed of 11 persons, one of whom |
10 | | shall be a senior citizen age 60 or
over. The Board shall be |
11 | | composed of 9 representatives of the natural
sciences, |
12 | | anthropology, art, and business, qualified by at least 10 |
13 | | years of
experience in practicing or teaching their several |
14 | | professions; one senior
citizen; and the Director of Natural |
15 | | Resources or the Director's designee.
Members of the Board |
16 | | shall be appointed by the Governor with the advice and
consent |

1 | | of the Senate and shall serve for 2-year terms.
|
2 | | The transfer of the Board to the Department under this Act |
3 | | does not terminate
or otherwise affect the term of membership |
4 | | of any member of the Board, except
that the former Director of |
5 | | Energy and Natural Resources is replaced by the
Director of |
6 | | Natural Resources.
|
7 | | (b) The Board shall:
|
8 | | (1) advise the Director of the Department in all |
9 | | matters pertaining to
maintenance, extension and |
10 | | usefulness of the Illinois State Museum;
|
11 | | (2) make recommendations concerning the appointment of |
12 | | a new museum
director whenever a vacancy occurs in that |
13 | | position; and
|
14 | | (3) (blank); fix the salaries of the administrative, |
15 | | scientific, and technical
staff of the Illinois State |
16 | | Museum; and
|
17 | | (4) review the budget and approve budget requests of |
18 | | the Illinois State
Museum and make recommendations with |
19 | | reference thereto to the Governor through
the Director of |
20 | | the Department.
|
21 | | (c) (Blank). The approval of the Board of the Illinois |
22 | | State Museum is necessary for
the appointment of the |
23 | | administrative, scientific, and technical staff of the
|
24 | | Illinois State Museum and for the making of any change in the |
25 | | salary of any
person on that staff.

1 | | Section 10. The Illinois Conservation Foundation Act is |
2 | | amended by changing Section 5 as follows:

3 | | (20 ILCS 880/5)
|
4 | | Sec. 5. Creation of Foundation. The General Assembly |
5 | | authorizes the
Department of Natural Resources, in accordance |
6 | | with
Section 10 of the State Agency Entity Creation Act, to |
7 | | create the Illinois
Conservation Foundation. Under this |
8 | | authority, the Department of Natural
Resources shall create |
9 | | the Illinois Conservation Foundation
as a not-for-profit |
10 | | foundation. The Department shall file
articles of |
11 | | incorporation as required under the General Not For Profit
|
12 | | Corporation Act of 1986 to create the Foundation. The
|
13 | | Foundation's Board of Directors shall be appointed as follows: |
14 | | 2 by the
President of the Illinois Senate; 2 by the Minority |
15 | | Leader of the Illinois
Senate; 2 by the Speaker of the Illinois |
16 | | House of Representatives; 2 by the
Minority Leader of the |
17 | | Illinois House of Representatives; and 4 by the
Governor. Each |
18 | | appointing individual shall have: one two-year term and one |
19 | | three-year term appointment. The Governor shall have 4 |
20 | | four-year term appointments. Vacancies shall be filled by the |
21 | | official who made the
recommendation for the vacated |
22 | | appointment. The Director of Natural
Resources shall chair the |
23 | | Board of Directors of the Foundation. No member of
the Board
of |
24 | | Directors may receive compensation for his or her services to |
