HOUSE RESOLUTION

 
2    WHEREAS, Domestic violence is prevalent in every community
3and affects all people regardless of age, socio-economic
4status, sexual orientation, gender, race, religion, or
5nationality; domestic violence may take various forms and
6include physical violence, sexual violence, emotional abuse,
7financial abuse, and controlling behavior; on a typical day,
8there are more than 20,000 phone calls placed to domestic
9violence hotlines nationwide; and
 
10    WHEREAS, The devastating consequences of domestic violence
11affect every person within a home and can have long-lasting or
12lifetime negative effects; and
 
13    WHEREAS, Preventing domestic violence and supporting
14survivors is a priority for the Illinois General Assembly; and
 
15    WHEREAS, The Hope Card system was established in Public
16Act 102-0481, with an effective date of January 1, 2022, to
17amend the Illinois Domestic Violence Act of 1986 to allow
18people protected under an order of protection to have a
19convenient and durable way to carry the information on their
20Order of Protection with them; and
 
21    WHEREAS, A Hope Card is a laminated card similar in size to

1a driver's license, containing information on the order of
2protection, including the case number, active dates, and a
3photograph of the respondent; these laminated cards are far
4less likely to degrade over time and are much more convenient
5for victims of domestic violence; and
 
6    WHEREAS, The Hope Card system will also allow those
7protected under an order of protection to have something
8simple to give employers, administrators of a child's school,
9or anyone who may need to be aware of the protective order; and
 
10    WHEREAS, Multiple other states have implemented Hope Card
11programs, including Montana, Idaho, Indiana, and Virginia; and
 
12    WHEREAS, The Hope Card legislation passed unanimously in
13the Illinois State Legislature in the spring of 2021 and was
14approved by the Governor on August 20, 2021; the effective
15date of the public act is January 1, 2022; and
 
16    WHEREAS, The Illinois Supreme Court has not yet
17implemented the Hope Card program in Illinois; therefore, be
18it
 
19    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
20HUNDRED SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
21we urge the Administrative Office of the Illinois Courts and

1the Illinois Supreme Court to immediately start this important
2program to support victims of domestic violence and allow
3people protected under an order of protection to have a
4convenient and durable way to carry the information on their
5Order of Protection with them; and be it further
 
6    RESOLVED, That suitable copies of this resolution be
7delivered to the Administrative Office of the Illinois Courts
8and the Illinois Supreme Court.
