2 | | WHEREAS, The members of the Illinois House of |
3 | | Representatives wish to congratulate our friend and colleague, |
4 | | State Representative Tom Demmer, on the occasion of his |
5 | | retirement and thank him for his distinguished service to the |
6 | | people of the State of Illinois; and
|
7 | | WHEREAS, Rep. Demmer has been a member of the House of |
8 | | Representatives since 2013, serving the people of the 90th |
9 | | District with exceptional constituent service and a record of |
10 | | legislative achievement on behalf of families in Lee, Ogle, |
11 | | DeKalb, and LaSalle Counties; and
|
12 | | WHEREAS, Rep. Demmer was born and raised in Dixon, where |
13 | | he resides today with his wife, Becca, and their children, |
14 | | Katie and John; and
|
15 | | WHEREAS, Rep. Demmer graduated from the University of |
16 | | Dayton and interned in the Office of the Vice President of the |
17 | | United States at the White House before returning home to |
18 | | Dixon to start his career; and
|
19 | | WHEREAS, Rep. Demmer was elected to the Lee County Board |
20 | | at the age of 22, where he served from 2009 to 2012; and
|
|

1 | | WHEREAS, Rep. Demmer was elected as state representative |
2 | | of the 90th District of Illinois in 2012, taking office at the |
3 | | inauguration of the 98th General Assembly in January 2013; and
|
4 | | WHEREAS, Rep. Demmer served on several healthcare and |
5 | | budget committees, including the Joint Committee on |
6 | | Administrative Rules, acting as a strong voice for |
7 | | transparency, ethics, and fiscal responsibility; and
|
8 | | WHEREAS, Rep. Demmer served as chairman of the House |
9 | | Republican Conference from January 2017 to July 2018; and
|
10 | | WHEREAS, Rep. Demmer was appointed Deputy Republican |
11 | | Leader by House GOP Leader Jim Durkin in July 2018 in |
12 | | recognition of his expertise on state budget and healthcare; |
13 | | and
|
14 | | WHEREAS, Rep. Demmer served as the chief budget negotiator |
15 | | for House Republicans and the GOP point person for all of the |
16 | | State's fiscal issues, earning the respect of his peers as a |
17 | | leader in calling for meaningful pension and structural |
18 | | reforms to the State's budget; and
|
19 | | WHEREAS, Rep. Demmer co-founded the Children's Health |
20 | | Caucus to ensure children across Illinois have access to |
21 | | healthcare services, and he was a founding member of the |

1 | | Future Caucus and Technology Caucus; and
|
2 | | WHEREAS, Rep. Demmer was the 2022 Republican nominee for |
3 | | Illinois State Treasurer; and
|
4 | | WHEREAS, In the private sector, Rep. Demmer was the |
5 | | director of Innovation & Strategy at KSB Hospital, a |
6 | | not-for-profit community hospital with locations in Lee and |
7 | | Ogle Counties; and
|
8 | | WHEREAS, Rep. Demmer was recognized throughout his tenure |
9 | | in the General Assembly; he was given the title of Legislative |
10 | | Champion numerous times, including by the Treatment |
11 | | Alternatives for Safe Communities (TASC), the Affordable |
12 | | Assisted Living Coalition, and the Illinois State Alliance of |
13 | | YMCAs; he was also been named Legislator of the Year by several |
14 | | organizations, including the Illinois Psychological |
15 | | Association, the Illinois Association of Park Districts, the |
16 | | Community Behavioral Healthcare Association, and the Illinois |
17 | | Asphalt Pavement Association; he received the Medicaid Partner |
18 | | Award from the Illinois Association of Medicaid Health Plans, |
19 | | the Voice of Senior Care Award from the Illinois Health Care |
20 | | Association, the Transformer Award from Transform Illinois, |
21 | | the Friend of Infrastructure Award from the Transportation for |
22 | | Illinois Coalition, the Champion of Innovation Award from |
23 | | TechNet, the Champion Award from the Health Care Council of |

1 | | Illinois, the Legislative Leadership Award from Safe Passage, |
2 | | the Champion of Free Enterprise Award from the Illinois |
3 | | Chamber of Commerce, the ACTIVATOR Award from the Illinois |
4 | | Farm Bureau, the Future Leaders Award from the Dixon Chamber |
5 | | of Commerce, and the 4 Under 40 Award from the Dixon Chamber of |
6 | | Commerce; he was also named a 2016 Henry W. Toll Fellow with |
7 | | the Council of State Governments and a 2021 GOPAC Emerging |
8 | | Leader; and
|
9 | | WHEREAS, Rep. Demmer is a member of St. Anne Parish, the |
10 | | Dixon Rotary Club, and the Knights of Columbus; he also serves |
11 | | as a volunteer teacher with Junior Achievement; he proudly |
12 | | served on the Board of Directors of the Ronald Reagan Boyhood |
13 | | Home Preservation Foundation in Dixon; and
|
14 | | WHEREAS, Rep. Demmer has been a valued colleague, mentor, |
15 | | and friend to many during his 10 years of service in the |
16 | | General Assembly and has served the people of the 90th |
17 | | District with honor and distinction; therefore, be it
|
18 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE |
19 | | HUNDRED SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that |
20 | | we congratulate Representative Tom Demmer on his retirement |
21 | | from the General Assembly and wish him all the best in his |
22 | | future endeavors; and be it further
