2 | WHEREAS, The members of the Illinois House of | ||||||
3 | Representatives wish to honor the 10-year tenure of our | ||||||
4 | esteemed colleague, Representative Sam Yingling, and thank him | ||||||
5 | for his dedicated service to his community and our State; and
| ||||||
6 | WHEREAS, Rep. Yingling was born and raised in Lake County, | ||||||
7 | and he attended Carmel Catholic High School in Mundelein; he | ||||||
8 | graduated from DePaul University in Chicago, where he studied | ||||||
9 | Public Policy & Administration and Metropolitan Land Use | ||||||
10 | (Urban Planning) and Political Science; and | ||||||
11 | WHEREAS, From a young age, Rep. Yingling learned the value | ||||||
12 | of hard work by helping his grandparents and parents with the | ||||||
13 | family-owned restaurant, which fostered his entrepreneurial | ||||||
14 | spirit and led him to become a small business owner and a | ||||||
15 | realtor; and | ||||||
16 | WHEREAS, Rep. Yingling has been dedicated to the Lake | ||||||
17 | County community by serving as a board member of the immigrant | ||||||
18 | resource center Mano a Mano, the former president of the Round | ||||||
19 | Lake Chamber of Commerce, and a member of the Round Lake Beach | ||||||
20 | Cultural and Civic Center Foundation; and | ||||||
21 | WHEREAS, Rep. Yingling has been a passionate public |

1 | servant; he started his career in government as the supervisor | ||||||
2 | of the Avon Township, a position he held from 2009 to 2013, | ||||||
3 | during which he cut taxes for residents while protecting | ||||||
4 | important services; and | ||||||
5 | WHEREAS, Rep. Yingling was elected to the Illinois House | ||||||
6 | of Representatives in 2013, becoming the first openly LGBTQ+ | ||||||
7 | member elected outside the City of Chicago; and | ||||||
8 | WHEREAS, Using his experience as a former township | ||||||
9 | supervisor, Rep. Yingling served as the chairman of the | ||||||
10 | Counties and Townships Committee and the Government | ||||||
11 | Consolidation & Modernization Committee; he worked to reform | ||||||
12 | local government to make it more transparent and | ||||||
13 | taxpayer-friendly by consolidating redundant units of | ||||||
14 | government and barring politicians from receiving multiple | ||||||
15 | taxpayer-funded paychecks for the same job; and
| ||||||
16 | WHEREAS, Rep. Yingling has been a leading voice in the | ||||||
17 | efforts to reform Illinois' property tax system and bring | ||||||
18 | financial relief to his constituents; he was the chairman of | ||||||
19 | the Property Tax Relief Task Force and fought to make | ||||||
20 | taxpayer-friendly reforms to the Lake County Assessor's | ||||||
21 | Office; and

22 | WHEREAS, Rep. Yingling has been a leader in the fight for |
| |||||||
| |||||||
1 | marriage equality and an advocate for the LGBTQ+ community; he | ||||||
2 | played a pivotal role in helping pass legislation legalizing | ||||||
3 | gay marriage in Illinois; he also introduced and sponsored a | ||||||
4 | number of bills to crack down on abusive conversion therapy; | ||||||
5 | and

6 | WHEREAS, Rep. Yingling has worked tirelessly to bring | ||||||
7 | much-needed resources into his district; he regularly held | ||||||
8 | resource fairs, Know Your Rights seminars, student financial | ||||||
9 | aid workshops, and other events to help provide support to his | ||||||
10 | constituents; and

11 | WHEREAS, All who served alongside Rep. Yingling will miss | ||||||
12 | his friendship and his commitment to serving his constituents | ||||||
13 | and bettering the State for all of its citizens; therefore, be | ||||||
14 | it

15 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE | ||||||
16 | HUNDRED SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | ||||||
17 | we congratulate Representative Sam Yingling on his | ||||||
18 | achievements, thank him for his years of dedication to serving | ||||||
19 | the people of his district and the State of Illinois, and wish | ||||||
20 | him the best in all of his future endeavors; and be it further
| ||||||
21 | RESOLVED, That suitable copy of this resolution be | ||||||
22 | presented to Rep. Yingling as an expression of our esteem and |
