2 | WHEREAS, The members of the Illinois House of | ||||||
3 | Representatives are saddened to learn of the death of Marvin | ||||||
4 | "Preach" Webb, who passed away on June 8, 2022; and
| ||||||
5 | WHEREAS, Marvin Webb was born to John and Lillie (Baldwin) | ||||||
6 | Webb in Edwardsville on January 12, 1936; he was born into a | ||||||
7 | world of segregation, attending local schools before they were | ||||||
8 | integrated; and
| ||||||
9 | WHEREAS, Marvin Webb, despite his early experiences as a | ||||||
10 | Black man, chose to embrace his community instead of becoming | ||||||
11 | hardened towards it, sharing his compassion, patriotism, and | ||||||
12 | love with everyone, unofficially serving as the goodwill | ||||||
13 | ambassador of Edwardsville; and
| ||||||
14 | WHEREAS, Marvin Webb was known for his daily walks through | ||||||
15 | Edwardsville, often checking in with the various business | ||||||
16 | owners and community officials along his way; he took his | ||||||
17 | daily walks for decades, allowing him to meet and care for | ||||||
18 | generations of Edwardsville citizens; and
| ||||||
19 | WHEREAS, Through these walks, Marvin Webb developed a | ||||||
20 | reputation within the community as someone who possessed great | ||||||
21 | honesty, integrity, and empathy while always being polite, |

1 | patient, and gracious; over the years, he began helping around | ||||||
2 | his favorite stops, including cleaning up a lobby at the | ||||||
3 | Clerk's Office and running important errands for shop owners | ||||||
4 | too busy to leave their stores, such as taking deposits to the | ||||||
5 | bank; and
| ||||||
6 | WHEREAS, Marvin Webb was also truly invested in the people | ||||||
7 | of his community, taking the opportunity on his walks around | ||||||
8 | town to check in on others, to offer sympathies to those | ||||||
9 | grieving recent losses of loved ones and share funeral | ||||||
10 | arrangements with others, to respectfully correct misbehaving | ||||||
11 | children at the local movie theater, to hand out church books | ||||||
12 | on Sunday, and to attend many Edwardsville Tiger events at | ||||||
13 | Edwardsville High School; and
| ||||||
14 | WHEREAS, Marvin Webb was preceded in death by his parents | ||||||
15 | and his siblings, Curtis Webb and Julia McKinney; and
| ||||||
16 | WHEREAS, Marvin Webb is survived by his brothers, L.D. | ||||||
17 | Bradford and James (Cynthia) Webb; his sisters, Lavon Lagrown, | ||||||
18 | Lillie (Fred) Willis, Pearlie Talbert, Maggie Smith, and | ||||||
19 | Mattie Smith; and his many nieces and nephews; therefore, be | ||||||
20 | it

1 | we mourn the passing of Marvin "Preach" Webb and extend our | ||||||
2 | sincere condolences to his family, friends, and all who knew | ||||||
3 | and loved him; and be it further

4 | RESOLVED, That a suitable copy of this resolution be | ||||||
5 | presented to the family of Marvin Webb as an expression of our | ||||||
6 | deepest sympathy.
