2 | | WHEREAS, The members of the Illinois House of |
3 | | Representatives wish to congratulate Dr. Von Mansfield on the |
4 | | occasion of his retirement as superintendent of |
5 | | Homewood-Flossmoor Community High School District 233; and
|
6 | | WHEREAS, Dr. Mansfield was raised in Milwaukee, Wisconsin, |
7 | | where he grew up in the Westlawn Housing Projects; he |
8 | | completed high school at the University School of Milwaukee; |
9 | | he received his Bachelor of Science in Education and his |
10 | | Master of Science in Counselor Education and Counseling |
11 | | Psychology, both from the University of Wisconsin-Madison; he |
12 | | obtained his Master of Arts in Administration from Governors |
13 | | State University; he earned his doctorate in Curriculum and |
14 | | Instruction from Loyola University-Chicago; and
|
15 | | WHEREAS, As a young man, Dr. Mansfield was an avid |
16 | | football player; as a college senior, he was selected to play |
17 | | in the Senior Bowl; prior to beginning his career in |
18 | | education, he played professional football for five years; he |
19 | | was a fifth round draft choice by the Atlanta Falcons; the |
20 | | majority of his football career was spent playing as a |
21 | | defensive back and kick returner for the Philadelphia Eagles |
22 | | and the Green Bay Packers; and

1 | | WHEREAS, Dr. Mansfield currently serves as superintendent |
2 | | of Homewood-Flossmoor Community High School |
3 | | (Homewood-Flossmoor) District 233, where he oversees a diverse |
4 | | student body of nearly 3,000 students and 300 faculty and |
5 | | staff members; he has previously served as a high school |
6 | | science teacher, coach, guidance counselor, dean of students, |
7 | | assistant principal, and principal; during his tenure as |
8 | | superintendent, Homewood-Flossmoor has been recognized by the |
9 | | U.S. Department of Education as a three-time national Blue |
10 | | Ribbon Award-winning high school, ranked annually as one of |
11 | | the most challenging high schools in America by the Washington |
12 | | Post, and received an exemplary ranking for having one of the |
13 | | best AP Psychology programs in the country by the College |
14 | | Board in 2010 and 2011; under his leadership, the school |
15 | | district has maintained a balanced budget for the past 15 |
16 | | years, and it currently has and maintains a bond rating of AAA |
17 | | from Standard & Poor's; and

18 | | WHEREAS, Dr. Mansfield is actively involved in the |
19 | | community and is a member of several professional |
20 | | organizations, including Phi Delta Kappa, the Association for |
21 | | Supervision and Curriculum Development, and the American |
22 | | Association of School Administrators; he currently serves as |
23 | | the vice chair of the College Board's Oak Circle Advisory |
24 | | Board and as a representative for the South Cook Region of the |
25 | | Illinois Association of School Administrators Governmental |

1 | | Relations & Advocacy Committee; and |
2 | | WHEREAS, Dr. Mansfield has served in leadership roles with |
3 | | several state and nationally recognized organizations; through |
4 | | the College Board, he served as a trustee and a member of the |
5 | | Executive Committee during the 2017 to 2018 school year, and |
6 | | he chaired the Trustee Committee on Membership from 2017 to |
7 | | 2018; he also served on the College Board Superintendents' |
8 | | Advisory Panel and previously co-chaired the organization's |
9 | | National Forum in Miami, Florida in 2012; he has also served as |
10 | | the president of the Headmasters Association and as president |
11 | | of the Southwest Suburban Conference of school districts |
12 | | located in suburban Chicagoland; he has additionally served as |
13 | | a member of the National Commission on National Assessment of |
14 | | Educational Progress 12th Grade Assessment and Reporting and |
15 | | on the Big Ten Advisory Commission; and
|
16 | | WHEREAS, Dr. Mansfield has received several accolades |
17 | | during his football and professional careers; he received an |
18 | | honorable mention as a junior by the All Big Ten and was |
19 | | selected as the recipient of the Outstanding Student Athlete |
20 | | at the University of Wisconsin as a senior by the Wisconsin |
21 | | Alumni Association; he was a recipient of the Paul Harris |
22 | | Fellow Award from the Rotary Foundation of Rotary |
23 | | International and named the winner of the Dr. Charles Gavin |
24 | | Image Award for Education; as Homewood-Flossmoor principal, he |

1 | | received an Award of Excellence from the Illinois State Board |
2 | | of Education (ISBE) in 2005 and, as Homewood-Flossmoor |
3 | | superintendent, he received an ISBE Award of Meritorious |
4 | | Service in 2020; he has been recognized in publications for |
5 | | his success as an educator, including a cover story in |
6 | | Chicago's N'DIGO magazine and a feature in the Illinois |
7 | | Association of School Administrators' Leadership Matters |
8 | | magazine in March 2021; and
|
9 | | WHEREAS, Dr. Mansfield published Student Satisfaction with |
10 | | Peer Mediation in the School Social Work Journal in 1992; |
11 | | therefore, be it

12 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE |
13 | | HUNDRED SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that |
14 | | we congratulate Dr. Von Mansfield on his retirement as |
15 | | superintendent of Homewood-Flossmoor Community High School |
16 | | Distsrict 233, commend him for his long career in education, |
17 | | and wish him the best in his future endeavors; and be it |
18 | | further
