|
2 | | WHEREAS, The members of the Illinois House of |
3 | | Representatives wish to congratulate Judy Mitchell, Ed.D. on |
4 | | the occasion of her retirement from Joliet Junior College; and
|
5 | | WHEREAS, Dr. Mitchell received her Associate of Arts in |
6 | | Computer Programming from Joliet Junior College in 1998; she |
7 | | obtained her Bachelor of Arts in Business & Technology in 2002 |
8 | | and her master's degree in Business Administration in 2004, |
9 | | both from Governors State University; she earned her Doctorate |
10 | | of Education in Community College Leadership from |
11 | | National-Louis University in 2012; and
|
12 | | WHEREAS, Dr. Mitchell began her career at Joliet Junior |
13 | | College in 1996, working as an administrative assistant in the |
14 | | Computer Information & Office Systems (CIOS) department; she |
15 | | advanced to program management specialist of Adult and Family |
16 | | Services in 2001, followed by assistant to the director of |
17 | | Administrative Services in 2002 and interim director of |
18 | | Administrative Services in 2004; she was named the director of |
19 | | Business and Auxiliary Services in 2005; she was appointed as |
20 | | vice president of Administrative Services in 2012; she was |
21 | | selected as the ninth president of Joliet Junior College in |
22 | | 2016; and

1 | | WHEREAS, During the State of Illinois fiscal crisis, Dr. |
2 | | Mitchell oversaw Joliet Junior College as it reduced its |
3 | | operating costs by over $2 million and pursued creative |
4 | | revenue sources to offset operational costs; and
|
5 | | WHEREAS, Dr. Mitchell led Joliet Junior College's |
6 | | financial team, which was awarded the Government Finance |
7 | | Officers Association's Best Practices in Community College |
8 | | Budgeting for fiscal year 2016, the highest form of |
9 | | recognition in government accounting and financial reporting; |
10 | | and
|
11 | | WHEREAS, Under Dr. Mitchell's leadership, Joliet Junior |
12 | | College was named the 2021 winner of the Advancing Diversity |
13 | | Award by the American Association of Community Colleges |
14 | | (AACC); she presented at the 2021 AACC Future Leaders |
15 | | Institute (FLI) on bridging the equity gap; and
|
16 | | WHEREAS, Dr. Mitchell contributes to her community by |
17 | | serving on the boards of Silver Cross Hospital, Will County |
18 | | Workforce Investment, Habitat for Humanity, and the Will |
19 | | County Center for Economic Development Council; she is also a |
20 | | member of the Rotary Club of Joliet and serves as director of |
21 | | the Three Rivers Education Partnership; and
|
22 | | WHEREAS, Dr. Mitchell has been recognized for her |

1 | | contributions to education and the community, receiving the |
2 | | Gary W. Davis Ethical Leadership Award in recognition of her |
3 | | outstanding contribution to the pursuit and support of ethical |
4 | | leadership and decision-making from the Illinois Community |
5 | | College Trustees Association; she was also honored with the |
6 | | Zonta Club of Joliet's Woman of Distinction Award for her |
7 | | contributions to improving the status of women in the |
8 | | community; therefore, be it

9 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE |
10 | | HUNDRED SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that |
11 | | we congratulate Judy Mitchell, Ed.D. on her retirement from |
12 | | Joliet Junior College after 25 years of dedicated service, and |
13 | | we wish her success in her future endeavors; and be it further
|
14 | | RESOLVED, That a suitable copy of this resolution be |
15 | | presented to Dr. Mitchell as an expression of our esteem and |
16 | | respect.
