2 | WHEREAS, The members of the Illinois House of | ||||||
3 | Representatives wish to commend and congratulate Marta | ||||||
4 | Lockwood for her many contributions to her students and the | ||||||
5 | State of Illinois; and
| ||||||
6 | WHEREAS, The Association of Family, Career and Community | ||||||
7 | Leaders of America (FCCLA) is a national student organization | ||||||
8 | that helps young men and women become better leaders in their | ||||||
9 | families, careers, and communities; and
| ||||||
10 | WHEREAS, Students learn skills for life, including | ||||||
11 | planning, goal setting, problem solving, decision making, and | ||||||
12 | interpersonal communication; FCCLA is the only student | ||||||
13 | organization with the family as its central focus; members | ||||||
14 | have the opportunity to demonstrate leadership skills through | ||||||
15 | participating in proficiency events, showcasing community | ||||||
16 | service projects, exploring careers, attending educational | ||||||
17 | sessions, and serving as an elected officer; and
| ||||||
18 | WHEREAS, Marta Lockwood started teaching Family and | ||||||
19 | Consumer Science at Sullivan High School in the fall of 1987; | ||||||
20 | she has advised four state officers and numerous state and | ||||||
21 | national STAR event winners; she has received numerous local | ||||||
22 | awards and award nominations for Excellence in Teaching; and |

1 | WHEREAS, Marta Lockwood was contacted by the Illinois | ||||||
2 | FCCLA to work alongside Norma Gill, the FCCLA Executive | ||||||
3 | Director at the time who was nearing retirement; she agreed | ||||||
4 | and then served as the FCCLA State Competitive Events | ||||||
5 | Coordinator from 1993 to 1998 and then as the Leadership | ||||||
6 | Consultant for Illinois FCCLA from 1998 to 2001; and | ||||||
7 | WHEREAS, After eight years of on-the-job training, Marta | ||||||
8 | Lockwood was hired to replace Norma Gill as Executive Director | ||||||
9 | of Illinois FCCLA in the Fall of 2001; she began serving as the | ||||||
10 | Illinois FCCLA Executive Director part time during her 15th | ||||||
11 | and final year in the classroom as a Family and Consumer | ||||||
12 | Science teacher at Sullivan High School; she started as the | ||||||
13 | full-time Illinois FCCLA Executive Director in June 2002; and
| ||||||
14 | WHEREAS, Marta Lockwood became a leader for the National | ||||||
15 | FCCLA State Advisors team and served as the Lead Coordinator | ||||||
16 | for the National FCCLA Parliamentary Procedure STAR event and | ||||||
17 | the FCCLA Knowledge Bowl; she was named the National FCCLA | ||||||
18 | State Adviser of the Year in 2005; and | ||||||
19 | WHEREAS, Closer to home, Marta Lockwood has served as the | ||||||
20 | Secretary-Treasurer and Chairperson for the Illinois | ||||||
21 | Coordinating Council for Career and Technical Student | ||||||
22 | Organizations (ICCCTSO) and became the Director for the annual |

1 | ICCCTSO Seminar four years ago; and
| ||||||
2 | WHEREAS, Marta Lockwood's leadership has been vital to the | ||||||
3 | success of the Illinois FCCLA, the National FCCLA, and the | ||||||
4 | ICCCTSO, which has prompted the establishment of the Marta | ||||||
5 | Lockwood FCCLA Leadership Scholarship; therefore, be it
| ||||||
6 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE | ||||||
7 | HUNDRED SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | ||||||
8 | we commend and congratulate Marta Lockwood for her many | ||||||
9 | contributions to her students and the State of Illinois; and | ||||||
10 | be it further

11 | RESOLVED, That a suitable copy of this resolution be | ||||||
12 | presented to Marta Lockwood as an expression of our esteem and | ||||||
13 | respect.
