HOUSE RESOLUTION

 
2    WHEREAS, On March 30, 2022, more than 200 Illinois crime
3survivors will travel to the Illinois State Capitol in
4Springfield for Survivors Speak Illinois 2022; and
 
5    WHEREAS, These survivors are gathering to heal together,
6share their stories, and advocate for change; and
 
7    WHEREAS, Survivors Speak Illinois 2022 is organized by
8Crime Survivors for Safety and Justice and the Alliance for
9Safety and Justice; and
 
10    WHEREAS, Crime and violence can leave harm on any
11individual and community, regardless of age, national origin,
12race, creed, religion, gender, sexual orientation,
13immigration, or economic status; and
 
14    WHEREAS, There is a need for the State of Illinois to
15invest in programs that provide assistance to crime survivors
16and their families to effectively deal with the inherent
17trauma and residual effects of violence; and
 
18    WHEREAS, Illinois must support trauma recovery centers
19that play a critical role and are an important resource for
20survivors impacted by crime; and

1    WHEREAS, Illinois must address the immediate safety
2concerns facing families and invest in a long-term,
3comprehensive plan to address the root causes of violence; and
 
4    WHEREAS, The voices and experiences of survivors have too
5often been ignored, leading to poor policy and justice system
6decisions that fail to meet the needs of survivors or stop the
7cycle of crime; and
 
8    WHEREAS, Most crime survivors do not receive the help they
9need; and
 
10    WHEREAS, Only eight percent of all survivors of violence
11receive direct assistance from a victim service agency; this
12drops to four percent when the crime is unreported, which is
13the case for more than half of all violent crimes; and
 
14    WHEREAS, Crime survivors understand existing gaps to
15recovery and how to bridge them; and
 
16    WHEREAS, Crime survivors want a system of justice and
17safety that prioritizes prevention, rehabilitation, and trauma
18recovery; and
 
19    WHEREAS, Through their experiences, crime survivors are

1uniquely qualified to provide essential input and influence in
2discussions of public safety and criminal justice policy;
3therefore, be it
 
4    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
5HUNDRED SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
6we commend the survivors and advocates of Survivors Speak
7Illinois 2022 for their work to stop violence and help those
8impacted by it; and be it further
 
9    RESOLVED, That suitable copies of this resolution be
10presented to Crime Survivors for Safety and Justice and the
11Alliance for Safety and Justice.
