|
2 | | WHEREAS, The members of the Illinois House of |
3 | | Representatives wish to recognize the Illinois State Police |
4 | | (ISP) on the occasion of its centennial anniversary; and
|
5 | | WHEREAS, The Illinois State Highway Police began serving |
6 | | the people of Illinois under the direction of Superintendent |
7 | | John Stack as part of the Department of Public Works and |
8 | | Buildings on April 1, 1922; and
|
9 | | WHEREAS, The Illinois State Highway Police was combined |
10 | | with the Illinois State Highway Maintenance Police in 1924; |
11 | | and
|
12 | | WHEREAS, The Illinois State Police was transferred into |
13 | | the newly created Department of Public Safety in 1941; and
|
14 | | WHEREAS, Director T.P. Sullivan of the Department of |
15 | | Public Safety initiated plans for a mobile crime laboratory to |
16 | | serve the State under the Illinois State Police authority; |
17 | | Governor Dwight Green christened the mobile laboratory in |
18 | | Chicago on September 12, 1942; the mobile laboratory contained |
19 | | microscopes and supplies, an x-ray unit, and photography, |
20 | | fingerprinting, and polygraph equipment that allowed |
21 | | scientists to conduct nitrate and blood stain tests, identify |

1 | | fluids, restore serial numbers erased from metals, and conduct |
2 | | qualitative and quantitative analysis of unknown substances; |
3 | | and
|
4 | | WHEREAS, Illinois State Police appointments were removed |
5 | | from political patronage and placed under a merit system with |
6 | | the State Police Merit Board in 1941; and
|
7 | | WHEREAS, Governor Adlai Stevenson II created an |
8 | | investigative arm of the Illinois State Police dedicated to |
9 | | the suppression of gambling in the State of Illinois in 1950, |
10 | | which grew to include stolen and abandoned vehicles; this unit |
11 | | became known as the Criminal Investigation Bureau (CIB) in |
12 | | 1976 and focused on homicide, armed robbery, and burglary |
13 | | investigations; and
|
14 | | WHEREAS, Governor William Stratton created the Division of |
15 | | Narcotic Control (DNC) in 1958, which focused on confronting |
16 | | the rising tide of controlled substance abuse and crime; and
|
17 | | WHEREAS, Governor Richard Ogilvie merged the Division of |
18 | | Narcotic Control (DNC) into the newly created Illinois Bureau |
19 | | of Investigation (IBI) in 1969; the new bureau focused on |
20 | | narcotic trafficking, organized crime, and general criminal |
21 | | activity; and

1 | | WHEREAS, The Illinois State Police Academy's current |
2 | | facility opened its doors in 1968; the academy has trained |
3 | | more than 7,000 cadets; prior to the current facility, all |
4 | | state troopers were trained at a building on the grounds of the |
5 | | Illinois State Fair; and
|
6 | | WHEREAS, The Illinois State Police was moved into the |
7 | | newly created Department of Law Enforcement in 1970; and
|
8 | | WHEREAS, Governor James Thompson combined the Criminal |
9 | | Investigative Bureau of the Illinois State Police and the |
10 | | Illinois Bureau of Investigation into one division, the |
11 | | Division of Criminal Investigation, into the newly named |
12 | | Department of State Police through Executive Order in 1977; |
13 | | this Executive Order further created the Division of Internal |
14 | | Investigation, which replaced the Office of Special |
15 | | Investigations originally created by Governor Dan Walker; and
|
16 | | WHEREAS, The Division of Criminal Investigation (DCI) was |
17 | | formed within the Illinois State Police, resulting in |
18 | | approximately 300 investigators statewide possessing a wide |
19 | | latitude of investigative experience; this model lasted until |
20 | | the Division of State Troopers and the Division of Criminal |
21 | | Investigation were merged into the Division of Operations |
22 | | (DOO) in the mid-1990s; and

1 | | WHEREAS, Under Public Act 98-634, Statewide 9-1-1 |
2 | | responsibility was moved to the Illinois State Police on July |
3 | | 1, 2015; today, the ISP is currently implementing Next |
4 | | Generation 9-1-1; and
|
5 | | WHEREAS, Governor JB Pritzker signed Executive Order |
6 | | 2019-12 on August 16, 2019, reestablishing the Division of |
7 | | Criminal Investigation (DCI), the Division of Patrol, and the |
8 | | Division of the Academy and Training; and
|
9 | | WHEREAS, The Executive Order was codified by Public Act |
10 | | 102-538, which officially named the Illinois State Police |
11 | | Divisions as the Division of Statewide 9-1-1, the Division of |
12 | | Patrol Operations, the Division of Criminal Investigation, the |
13 | | Division of Forensic Services, the Division of Justice |
14 | | Services, the Division of Academy and Training, and the |
15 | | Division of Internal Investigation; and
|
16 | | WHEREAS, From its humble beginnings, the Illinois State |
17 | | Police has grown into 21 patrol districts, eight investigative |
18 | | zones, six operational forensic science laboratories, and five |
19 | | regional crime scene services commands today; and
|
20 | | WHEREAS, As of 2021, more than 70 troopers of the Illinois |
21 | | State Police have made the ultimate sacrifice by giving their |
22 | | lives in service to the State and its citizens; and
|

1 | | WHEREAS, The mission of the Illinois State Police is to |
2 | | promote public safety with Integrity, Service, and Pride to |
3 | | improve the quality of life for the citizens of the State of |
4 | | Illinois; since its beginnings in 1922 under Superintendent |
5 | | John Stack, the ISP was created to be a group of men and women |
6 | | above reproach who performed their duties thoroughly, |
7 | | properly, and truthfully, which has culminated into a century |
8 | | of faith from the citizens and visitors of Illinois; and
|
9 | | WHEREAS, The Illinois State Police is currently helmed by |
10 | | Director Brendan F. Kelly; therefore, be it
|
11 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE |
12 | | HUNDRED SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that |
13 | | we recognize the Illinois State Police on its 100th |
14 | | anniversary; and be it further

15 | | RESOLVED, That we commend the Illinois State Police for |
16 | | the high standards it has always maintained through numerous |
17 | | administrations and departments and for ISP's preeminence in |
18 | | law enforcement in the nation and the forward-looking |
19 | | objectives it has for the future; and be it further
|
20 | | RESOLVED, That we thank the officers and staff of the |
21 | | Illinois State Police for their service, and we wish the ISP |
