2 | WHEREAS, All over the world, persons who menstruate face
| ||||||
3 | numerous challenges in managing their menstruation, including
| ||||||
4 | pads and other supplies being unavailable or unaffordable, a
| ||||||
5 | lack of access to safe toilet facilities with clean water
| ||||||
6 | where they can clean themselves in privacy, discriminatory
| ||||||
7 | cultural norms or practices that make it difficult to maintain
| ||||||
8 | good menstrual hygiene, a lack of education for all on the | ||||||
9 | topic of
menstruation, and other struggles; and
| ||||||
10 | WHEREAS, Poor menstrual hygiene undermines the educational
| ||||||
11 | and occupational opportunities, health, and overall social | ||||||
12 | status
of persons who menstruate; and
| ||||||
13 | WHEREAS, As a result, millions of persons who menstruate
| ||||||
14 | are kept from reaching their full potential; and
| ||||||
15 | WHEREAS, Menstrual Hygiene Day was initiated by the German
| ||||||
16 | nonprofit WASH United in 2013; and
| ||||||
17 | WHEREAS, Menstrual Hygiene Day is a global advocacy
| ||||||
18 | platform that brings together the voices and actions of
| ||||||
19 | nonprofits, government agencies, individuals, the private
| ||||||
20 | sector, and the media to promote good menstrual hygiene
| ||||||
21 | management for all persons who menstruate; and

| |||||||
1 | WHEREAS, Menstrual Hygiene Day breaks the silence, raises
| ||||||
2 | awareness, and changes negative social norms around menstrual
| ||||||
3 | hygiene management; and
| ||||||
4 | WHEREAS, Menstrual Hygiene Day engages decision-makers to
| ||||||
5 | increase the political priority of and sparks action for
| ||||||
6 | menstrual hygiene management at global, national, and local
| ||||||
7 | levels; and
| ||||||
8 | WHEREAS, This movement has increased its support and | ||||||
9 | impact each
year, resulting in organizers managing to reach a | ||||||
10 | record-breaking 566
million people globally in 2021 with their | ||||||
11 | stigma-breaking and positive health messaging
utilizing | ||||||
12 | virtual and physical resources; and
| ||||||
13 | WHEREAS, Menstrual Hygiene Day organizers have set a | ||||||
14 | number of goals to be accomplished by 2030, including ensuring | ||||||
15 | all persons who menstruate
have affordable access to menstrual | ||||||
16 | products of their choice, ending period
stigma, ensuring | ||||||
17 | access to accurate and useful educational information on
| ||||||
18 | menstruation and menstrual health for all, and providing clean | ||||||
19 | water for all
to aid in menstrual hygiene; and
| ||||||
20 | WHEREAS, Every person who menstruates should be empowered
| ||||||
21 | to manage their menstruation safely, hygienically, with
|
| |||||||
| |||||||
1 | confidence, and without shame; no person who menstruates
| ||||||
2 | should be limited by something as natural and normal as a
| ||||||
3 | period; therefore, be it
| ||||||
4 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE | ||||||
5 | HUNDRED SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | ||||||
6 | we declare May 28, 2022 as Menstrual Hygiene Day in the State
| ||||||
7 | of Illinois.
