2 | | WHEREAS, Illinois is home to nearly 23,000 thousand |
3 | | licensed engineers and surveyors and hundreds of companies |
4 | | that employ them, and Illinoisans rely on these licensed |
5 | | professionals to protect the public health, life, and safety; |
6 | | and
|
7 | | WHEREAS, Engineers serve as the backbone of our public |
8 | | infrastructure, protecting our drinking water and ensuring |
9 | | that our buildings are safe and our roadways and bridges are |
10 | | secure; and
|
11 | | WHEREAS, Illinois has set it to be the law of the land to |
12 | | utilize qualifications first when determining which |
13 | | professionals and firms should provide these critical services |
14 | | to our citizens; and |
15 | | WHEREAS, The Qualifications-Based Selection process |
16 | | outperforms the national performance in cost growth (3% growth |
17 | | versus 6% growth) and in schedule growth (7% growth versus 10% |
18 | | growth); based on the analysis of the projects in a recent |
19 | | study, there is a strong association between the use of |
20 | | Qualifications-Based Selection and the quality of construction |
21 | | documents developed by the design team and the final cost and |
22 | | schedule performance; and |

1 | | WHEREAS, While there are specific value-added benefits |
2 | | from the application of Qualifications-Based Selection |
3 | | procurement methods to all projects, the advantage, in |
4 | | addition to cost and schedule savings, is particularly evident |
5 | | for complex projects; these are projects that can especially |
6 | | benefit from experienced and stable design teams comprised of |
7 | | high-quality providers; complexity can emerge from numerous |
8 | | points in a project, including community engagement, political |
9 | | or social sensitivities, technical challenges in design or in |
10 | | constructions, or management and collaboration of project |
11 | | participants; and |
12 | | WHEREAS, From the agency-client perspective, |
13 | | Qualifications-Based Selection projects achieve a greater |
14 | | degree of consistency in terms of project success than |
15 | | non-Qualifications-Based Selection projects; and |
16 | | WHEREAS, Qualifications-Based Selection leads to increased |
17 | | innovation on projects; innovation is a cornerstone of |
18 | | advancing project solutions and developing better solutions |
19 | | for clients; innovation can occur on projects of any size or in |
20 | | any sector; a recent study found that projects incorporating |
21 | | Qualifications-Based Selection have a greater likelihood of |
22 | | producing innovative solutions; this is often based on firms |
23 | | having greater opportunities to explore innovations and |

2 | | team selection; and |
3 | | WHEREAS, The Illinois State Toll Highway Authority, the |
4 | | Illinois Department of Transportation, the Capital Development |
5 | | Board, and hundreds of county and municipal governments all |
6 | | utilize Qualifications-Based Selection to ensure the highest |
7 | | quality of design and construction and to deliver their |
8 | | programs on-time and on-budget; and

9 | | WHEREAS, Qualifications-Based Selection is proven to |
10 | | develop more diverse engineering teams and provide greater |
11 | | opportunity to diverse companies; and
|
12 | | WHEREAS, It is the policy of the State of Illinois to |
13 | | maintain the integrity of these essential professions; |
14 | | therefore, be it

15 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE |
16 | | HUNDRED SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that |
17 | | we hereby re-affirm the long-standing policy of the State of |
18 | | Illinois to rely on qualifications first when determining |
19 | | which professionals and firms provide these critical services |
20 | | to our citizens.
