2 | | WHEREAS, The members of the Illinois House of |
3 | | Representatives wish to congratulate First National Bank & |
4 | | Trust Company on the occasion of its 150th anniversary; and
|
5 | | WHEREAS, First National Bank & Trust Company was granted |
6 | | its original charter under the name of DeWitt County National |
7 | | Bank on January 20, 1872, the charter it continues to operate |
8 | | under today; the bank was the first nationally chartered bank |
9 | | in DeWitt County; and
|
10 | | WHEREAS, DeWitt County National Bank was founded with the |
11 | | capital investment of $50,000 provided by Col. Thomas Snell, |
12 | | J. Thorton Snell, and William R. Carle, who became the bank's |
13 | | first president; and
|
14 | | WHEREAS, As time passed, DeWitt County National Bank |
15 | | opened a savings department in connection with its existing |
16 | | commercial department; the bank also underwent its first |
17 | | remodel and the addition of safe deposit boxes, a then-new |
18 | | feature to banking; it assumed the assets of the People's Bank |
19 | | of Clinton in 1925; and
|
20 | | WHEREAS, Under the leadership of President Richard Snell, |
21 | | DeWitt County National Bank survived a widespread panic that |
|

1 | | ensued with the crash of the stock market in 1929 and the Great |
2 | | Depression; Thomas Snell Dinsmore, a grandson of one of the |
3 | | original founders, became president in 1936; the bank assumed |
4 | | the assets of the Farmer's and Merchant's Bank of Wapella in |
5 | | 1938; and
|
6 | | WHEREAS, DeWitt County National Bank continued to expand |
7 | | throughout the remainder of the 20th century; the bank |
8 | | continued to mirror the growth and modernization of the nation |
9 | | and doubled in size, adding four teller windows, a night |
10 | | depository, two additional vaults, and 500 safe deposit boxes |
11 | | in 1948; it underwent extensive remodeling in 1969 before |
12 | | building and opening a drive-up facility three years later; |
13 | | and
|
14 | | WHEREAS, DeWitt County National Bank's name changed to |
15 | | First National Bank & Trust Company in 1974 to reflect the |
16 | | addition of the trust department, which handles trusts, |
17 | | durable powers of attorney, land and insurance trusts, and |
18 | | estates; and
|
19 | | WHEREAS, The First National Bank & Trust Company |
20 | | celebrated its 125th year of serving DeWitt County in 1997; it |
21 | | added online banking to provide greater client access to their |
22 | | account information in a secure online environment in 2000; |
23 | | the bank moved locations from 400 South Side Square to its |

1 | | current location on Kelli Court in Clinton in 2007; and
|
2 | | WHEREAS, First National Bank & Trust Company was acquired |
3 | | by the TS Banking Group in 2017, a multicharter bank holding |
4 | | company group with $1.5 billion in banking and fiduciary |
5 | | assets across Iowa, Illinois, North Dakota, Wisconsin, |
6 | | Nebraska, Colorado, and California; the TS Banking Group is |
7 | | headquartered in Treynor, Iowa, which is located in the Omaha, |
8 | | Nebraska MSA; and
|
9 | | WHEREAS, First National Bank & Trust Company acquired the |
10 | | State Bank of Arcadia in Wisconsin, with $210 million in |
11 | | assets, from B&E Investments on October 1, 2021, and this |
12 | | addition to the company has enhanced the bank's financial |
13 | | strength, competitive positioning, and talented employee base; |
14 | | and
|
15 | | WHEREAS, First National Bank & Trust Company, as a |
16 | | community bank, is an integral part of both the local |
17 | | community and economy; the bank is dedicated to community |
18 | | reinvestment and gives 10% of its net income back to the |
19 | | community; it is also committed to teaching financial |
20 | | literacy, hosting educational events, and partnering with |
21 | | local organizations and nonprofits; and
|
22 | | WHEREAS, Today, First National Bank & Trust Company has |

1 | | five locations in Illinois and Wisconsin, employs |
2 | | approximately 50 local people, and possesses $400 million in |
3 | | assets; it offers a full line of products and services that are |

5 | | businesses and remains committed to providing the most |
6 | | advanced, secure, and user-friendly bank technology, service |
7 | | from a knowledgeable team, and innovative tools in combination |
8 | | with the comfort of personalized service from a local bank; |

10 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE |
11 | | HUNDRED SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that |
12 | | we congratulate First National Bank & Trust Company on its |
13 | | 150th anniversary and wish the bank continued success; and be |
14 | | it further

15 | | RESOLVED, That a suitable copy of this resolution be |
16 | | presented to President Josh Shofner of First National Bank & |
17 | | Trust Company as an expression of our esteem and respect.
