2 | WHEREAS, Everyone has an important role to play in | ||||||
3 | increasing road safety; and
| ||||||
4 | WHEREAS, Passenger deaths accounted for 25 percent of all | ||||||
5 | traffic fatalities nationwide in 2019; and
| ||||||
6 | WHEREAS, Traffic deaths increased 7 percent in 2020 and 18 | ||||||
7 | percent in 2021, according to the National Highway Traffic | ||||||
8 | Safety Administration's (NHTSA) preliminary estimates; and
| ||||||
9 | WHEREAS, Passenger vehicle occupant deaths rose 5 percent | ||||||
10 | in 2020; and
| ||||||
11 | WHEREAS, These historic increases in traffic deaths | ||||||
12 | occurred even though there was a 13 percent decrease in the | ||||||
13 | miles that vehicles traveled; and
| ||||||
14 | WHEREAS, NHTSA's data shows that the main behaviors behind | ||||||
15 | these increases were speeding, impaired driving, and failure | ||||||
16 | to wear seat belts; and
| ||||||
17 | WHEREAS, Whether a driver is impaired by alcohol or drugs, | ||||||
18 | is speeding, is driving too aggressively, is driving | ||||||
19 | distracted, or is unable to stay awake behind the wheel, bad |

1 | driving choices put passengers at risk of serious injury or | ||||||
2 | death; and
| ||||||
3 | WHEREAS, Many of those lives might have been saved had a | ||||||
4 | passenger in the car insisted that the driver slow down, stop | ||||||
5 | texting, or not get behind the wheel in the first place; and
| ||||||
6 | WHEREAS, Passengers, especially teens and young adults, | ||||||
7 | need education and encouragement to empower them to save lives | ||||||
8 | by stopping unsafe driving practices as they happen; and
| ||||||
9 | WHEREAS, Parents also need education and encouragement to | ||||||
10 | teach their children about the importance of speaking up or | ||||||
11 | not getting in a car with someone who is drunk, drugged, or | ||||||
12 | distracted; therefore, be it
| ||||||
13 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE | ||||||
14 | HUNDRED SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | ||||||
15 | we support National Passenger Safety Week, January 23-29, | ||||||
16 | 2022, and we encourage passengers in motor vehicles to educate | ||||||
17 | themselves and advocate for their own safety and the safety of | ||||||
18 | others during this week and throughout the year.
