|
2 | | WHEREAS, The members of the Illinois House of |
3 | | Representatives wish to commend Barbara McDonald for her many |
4 | | years of dedicated service to the citizens of the State of |
5 | | Illinois and for her great dedication to the cause of equal |
6 | | opportunities for all; and
|
7 | | WHEREAS, Barbara McDonald has been employed with the State |
8 | | of Illinois for 22 years; she currently works for the Illinois |
9 | | Department of Central Management Services (CMS) Bureau of |
10 | | Personnel where she has held the title of human resources |
11 | | specialist with the Diversity Enrichment Program; she has |
12 | | assisted hiring agencies, boards, and commissions with their |
13 | | recruitment needs; she has also conducted career counseling |
14 | | services for thousands of candidates seeking employment |
15 | | opportunities with state government; her outreach, |
16 | | recruitment, and career counseling services have resulted in |
17 | | several hundred candidates being hired; she has assisted |
18 | | legislators in coordinating targeted outreach and recruitment |
19 | | events for their constituents and community members; and
|
20 | | WHEREAS, In addition to her service at CMS, Barbara |
21 | | McDonald was employed with the Illinois Department of Human |
22 | | Services (DHS) for five years; during her tenure at DHS, she |
23 | | worked for one year as a human services caseworker within a |
|

1 | | local office assisting clients with employment and training |
2 | | activities to aid them in obtaining gainful employment; she |
3 | | was promoted to a human resources representative with the |
4 | | Bureau of Personnel where she worked for four years; she |
5 | | supported hiring agencies, boards, and commissions with |
6 | | processing employee transactions for several thousand |
7 | | employees to meet payroll deadlines; and
|
8 | | WHEREAS, Barbara McDonald has been a member of numerous |
9 | | state and community organizations, including the Americans |
10 | | with Disabilities Act (ADA) Committee, through which she helps |
11 | | plan and conduct hiring events for persons with disabilities; |
12 | | she served on the Interagency Committee on Employees with |
13 | | Disabilities (ICED) to help recruit people with disabilities |
14 | | through outreach, recruitment, and annual conferences; and
|
15 | | WHEREAS, Barbara McDonald has been the recipient of |
16 | | numerous awards for her community service, including receiving |
17 | | recognition from the Illinois Association of Minorities in |
18 | | Government (IAMG), the WIOA (Workforce Innovation and |
19 | | Opportunity Act) Partners for aiding in passing the Act which |
20 | | is designed to help people with significant barriers achieve |
21 | | gainful employment and to help employers hire and retain |
22 | | skilled workers, and the Chicago Citywide Literacy Coalition |
23 | | (CCLC) for conducting employment workshops on navigating the |
24 | | State of Illinois employment process; she received a |

1 | | recognition certificate from the Global Executive Council |
2 | | (GEC) for help in providing outreach and recruitment |
3 | | assistance to Asian communities to help improve new hires with |
4 | | state government; following intensive state training and |
5 | | development, she successfully became a rapid results |
6 | | consultant to assist state government in conducting work tasks |
7 | | more efficiently and effectively; and
|
8 | | WHEREAS, Barbara McDonald serves as a model of hard work, |
9 | | integrity, and dedication for the people of the State of |
10 | | Illinois; therefore, be it
|
11 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE |
12 | | HUNDRED SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that |
13 | | we commend Barbara McDonald for her many years of dedicated |
14 | | service to the citizens of the State of Illinois and wish her |
15 | | continued success and happiness in the future; and be it |
16 | | further

17 | | RESOLVED, That a suitable copy of this resolution be |
18 | | presented to Barbara McDonald as a symbol of our esteem and |
19 | | respect.
