2 | | WHEREAS, The members of the Illinois House of |
3 | | Representatives are saddened to learn of the death of Charles |
4 | | Lee Wallace Sr. of Decatur, who passed away on September 21, |
5 | | 2021; and
|
6 | | WHEREAS, Charles Wallace was born to Wellington Sr. and |
7 | | Ruby Wallace in Decatur on August 18, 1936; he served in the |
8 | | U.S. Marine Corps, joining in May 1954, where he received his |
9 | | general education diploma; he married Roberta Colleen Allen in |
10 | | Decatur on January 19, 1980; and
|
11 | | WHEREAS, Charles Wallace retired from Wagner's |
12 | | Castings/Intermet after 30 years; he continued doing custodial |
13 | | work at Central Christian Church for 13 years; he then worked |
14 | | for Baby Talk, where he drove the van for their many programs; |
15 | | lastly, he was a part of the maintenance team at McDonald's, |
16 | | where he worked until his passing; and
|
17 | | WHEREAS, Charles Wallace committed to his faith in the |
18 | | 1980s and began working in the ministry; he was ordained and |
19 | | became a pastor with the Church of the Living God CWFF in |
20 | | Springfield in August 1993; he served in many ministry |
21 | | leadership positions over the next 20 years; he attended GT |
22 | | Church, where he enjoyed cooking breakfast, and Riverside |

1 | | Baptist Church for the remainder of his life; and
|
2 | | WHEREAS, Charles Wallace served as president of the |
3 | | Shelbyville Horseshoe Club; he loved pitching horseshoes and |
4 | | won many awards; he belonged to Golden K Kiwanis, where he |
5 | | received many awards and served as the first Black president |
6 | | of the organization; he bought his own customized Santa suit |
7 | | and loved playing Santa for years; he repaired and rebuilt |
8 | | bikes to give to children; he enjoyed watching WWE with his son |
9 | | and grandchildren, watching cowboy movies, and fishing and |
10 | | giving away whatever he caught; he loved his wife and loved |
11 | | spending time with his children and grandchildren; and
|
12 | | WHEREAS, Charles Wallace was preceded in death by his |
13 | | daughter, Lacie Marie Wallace; his parents; an infant sibling; |
14 | | his sister-in-law, Elsie Wallace; and his son-in-law, James |
15 | | Walker Sr.; and
|
16 | | WHEREAS, Charles Wallace is survived by his wife of 41 |
17 | | years, Roberta "Robin" Wallace; his children, Victoria Walker, |
18 | | Gail (Don) Plunkett, Brenda (Steve) Fox, Charles (Theresa) |
19 | | Wallace Jr., Karen (Greg) Mond, Gregory Turner, Marty Turner, |
20 | | Charles (Jill) Mitchell, Christine Phillips, Jacob (Jennifer) |
21 | | Wallace, and Kirbie (Jimmie) Wallace; his 45 grandchildren; |
22 | | his many great-grandchildren; his brother, Wellington Wallace |
23 | | Jr.; his former spouse, Doris Wallace; his bonus son, Joe Ray; |

1 | | his special buddy, Terry Bowers; and a host of other family and |
2 | | friends; therefore, be it

3 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE |
4 | | HUNDRED SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that |
5 | | we mourn the passing of Charles Lee Wallace Sr. and extend our |
6 | | sincere condolences to his family, friends, and all who knew |
7 | | and loved him; and be it further

8 | | RESOLVED, That a suitable copy of this resolution be |
9 | | presented to the family of Charles Wallace as an expression of |
10 | | our deepest sympathy.
