2 | WHEREAS, The members of the Illinois House of | ||||||
3 | Representatives are saddened to learn of the death of former | ||||||
4 | Illinois State Senator Howard William "Howie" Carroll, who | ||||||
5 | passed away on October 1, 2021; and
| ||||||
6 | WHEREAS, Sen. Carroll was born in Chicago to Barney and | ||||||
7 | Lyla Carroll on July 28, 1942; and
| ||||||
8 | WHEREAS, Sen. Carroll was sworn into the Illinois House of | ||||||
9 | Representatives in 1971 and into the Senate in 1973, where he | ||||||
10 | served for 26 years and authored numerous bills focusing on | ||||||
11 | equal rights and human rights, including the first hate crimes | ||||||
12 | bill in the country, the first to include sexuality in the | ||||||
13 | Human Rights Act, and the Comprehensive Health Insurance Plan | ||||||
14 | Act known as CHIP; and
| ||||||
15 | WHEREAS, Sen. Carroll was an active participant in the | ||||||
16 | Democratic Party and contributed to the success and viability | ||||||
17 | of the Democratic Party in the State of Illinois; he served as | ||||||
18 | committeeman for the 50th Ward in Chicago, as treasurer and | ||||||
19 | finance chairman of the Chicago and Cook County Democratic | ||||||
20 | Central Committee, and as a member of the Democratic State | ||||||
21 | Platform Committee; his list of political activities spanned | ||||||
22 | from meeting with presidents, prime ministers, and Mother |

1 | Teresa to helping to try and stop the Nazis from marching in | ||||||
2 | Skokie; and
| ||||||
3 | WHEREAS, Deeply devoted to his Jewish faith, Sen. Carroll | ||||||
4 | will be remembered as a family man, a born leader, a statesman, | ||||||
5 | a voice for the voiceless, and a storyteller extraordinaire | ||||||
6 | who devoted his energy and talents to improving the well-being | ||||||
7 | of the people of Illinois; and
| ||||||
8 | WHEREAS, Sen. Carroll was preceded in death by his parents | ||||||
9 | and his brothers, Ira L. and Earl A. Carroll; and | ||||||
10 | WHEREAS, Sen. Carroll is survived by his wife, Eda | ||||||
11 | (Stagman) Carroll; his daughters, Jacqueline Carroll (Louis | ||||||
12 | Bernstein) and Barbara (Dan) Carroll Delano; and his | ||||||
13 | granddaughters, Lillian and Alyssa; therefore, be it
| ||||||
14 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE | ||||||
15 | HUNDRED SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | ||||||
16 | we mourn the passing of former Illinois State Senator Howard | ||||||
17 | William "Howie" Carroll and extend our sincere condolences to | ||||||
18 | his family, friends, and all who knew and loved him; and be it | ||||||
19 | further

20 | RESOLVED, That a suitable copy of this resolution be | ||||||
21 | presented to the family of Sen. Carroll as an expression of our |
