HOUSE RESOLUTION

 
2    WHEREAS, Reducing our carbon footprint is a priority for
3the people of Illinois; the need to reduce the use of fossil
4fuels is an ever-increasing reality and is an achievable goal,
5not only for the citizens of Illinois today but also for the
6generations going forward; and
 
7    WHEREAS, Solar and wind are viable sources that can make
8the goal possible; however, Illinois should also focus on what
9can be done with our present infrastructure to achieve the
10goal of a zero-carbon footprint and to ensure that new
11technology savings are optimized; and
 
12    WHEREAS, Upgrading and insulating mechanical systems is a
13long-term cost savings system used in construction and is an
14often-overlooked way to greatly reduce the carbon emissions
15from projects; and
 
16    WHEREAS, Mechanical insulation helps the system to perform
17its function of heating or cooling using as little energy as
18necessary; more insulation on the mechanical system means less
19energy is needed for the system to perform at its optimal
20functions; therefore, be it
 
21    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE

1HUNDRED SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
2we urge all government entities to consider, in all their
3buildings, updating insulation for mechanical systems or
4insulating non-insulated mechanical systems in order to lower
5energy costs, save taxpayer money, and reduce carbon emissions
6in total; and be it further
 
7    RESOLVED, That all State agencies consider insulating the
8hydronic pipes of new and current public buildings to reduce
9energy use and cost using an insulation thickness standard
10that is reflective of the 2018 International Energy
11Conservation Code.
