|
2 | | WHEREAS, The members of the Illinois House of |
3 | | Representatives wish to congratulate Noel McNally on the |
4 | | occasion of his retirement as principal of Jackie Vaughn |
5 | | Occupational High School; and
|
6 | | WHEREAS, Noel McNally has served as principal of Jackie |
7 | | Vaughn Occupational High School from August 1, 2015 until his |
8 | | retirement in July of 2021 and has been working in the Chicago |
9 | | Public School system for over 20 years; he served as principal |
10 | | at Byrne Elementary School from 2013 to 2015 and as assistant |
11 | | principal at Grimes Elementary School from 2012 to 2013; he |
12 | | taught special education at Grimes Elementary School from 2005 |
13 | | to 2012; prior to that he worked at Mt. Vernon Elementary |
14 | | School as dean of students and a teacher; in 2001, he joined |
15 | | Chicago Alternative Learning Academy-North as director; and |
16 | | WHEREAS, Noel McNally's early career was spent working at |
17 | | Taft High School, Agassiz Elementary School, Diamond |
18 | | Development, Summerset House, and the Association House of |
19 | | Chicago; and
|
20 | | WHEREAS, Noel McNally was instrumental in pushing for |
21 | | legislation that allows all high school students with |
22 | | intellectual disabilities to gain access to junior college by |
|

1 | | offering school district support for dual-enrollment; and
|
2 | | WHEREAS, Noel McNally's legacy will endure long after he |
3 | | leaves Vaughn; he promoted a change in mindset to encompass a |
4 | | "we can do it" attitude; he encouraged all adults to put an |
5 | | emphasis on speaking and listening skills so students could |
6 | | engage, to the fullest extent possible, in learning, work, and |
7 | | life; he worked with local elected officials to develop |
8 | | relationships with businesses in the community to introduce |
9 | | them to the talents of the students at Vaughn, demonstrating |
10 | | how these students could be an asset; and
|
11 | | WHEREAS, Noel McNally's education includes a Certificate |
12 | | of Advanced Study in Administration from National Louis |
13 | | University, a Master of Science in Special Education from |
14 | | Northeastern Illinois University, and a Bachelor of Science in |
15 | | Elementary Education from DePaul University; and
|
16 | | WHEREAS, Noel McNally is an avid fan of the Chicago Bears |
17 | | and also supports the Cubs, the Blackhawks, and the Bulls; he |
18 | | enjoys spending time with his wife, Michele, and twins, |
19 | | Michael and Megan, boating near their home on the Chicago |
20 | | River; he enjoys listening to live music, cooking, and taking |
21 | | walks with the youngest family member, Cherry the Dog; he |
22 | | cheers on Michael at all of his football and baseball games and |
23 | | helps Megan compose and record songs; he plays the harmonica, |

1 | | prefers wearing hats and shorts, and always looks forward to |
2 | | going on family vacations where he can spend time in nature; he |
3 | | prioritizes dining out and trying all types of ethnic cuisine; |
4 | | he frequently goes on Dunkin' Donuts coffee runs but also sips |
5 | | Starbucks "Flat White"; therefore, be it
|
6 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE |
7 | | HUNDRED SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that |
8 | | we congratulate Noel McNally on his retirement as principal of |
9 | | Jackie Vaughn Occupational High School, and we wish him the |
10 | | best in all his future endeavors; and be it further

11 | | RESOLVED, That a suitable copy of this resolution be |
12 | | presented to Noel McNally as a symbol of our respect and |
13 | | esteem.
