2 | | WHEREAS, The members of the Illinois House of |
3 | | Representatives wish to congratulate Bill Houlihan on the |
4 | | occasion of his retirement as state director for U.S. Senator |
5 | | Richard Durbin; and
|
6 | | WHEREAS, Bill Houlihan was born and raised in Chicago; he |
7 | | attended elementary and high schools in the south suburbs of |
8 | | Chicago; he earned his Bachelor of Science in Political |
9 | | Science from Eastern Illinois University in 1981, where he |
10 | | served as student body president; and
|
11 | | WHEREAS, Bill Houlihan began his lengthy political career |
12 | | at the tender age of 9 while passing out literature during his |
13 | | father's successful campaign for Illinois State Representative |
14 | | in 1964; and
|
15 | | WHEREAS, Bill Houlihan initially worked as an organizer |
16 | | for the Illinois Education Association in Springfield from |
17 | | 1981 to 1983; he then pursued his interest in political |
18 | | science and government; he served as an administrative |
19 | | assistant and the director of the Legislative Services Staff |
20 | | for Illinois Senate President Phil Rock from 1983 to 1993; he |
21 | | then took the position of director of the Springfield office |
22 | | of U.S. Senator Carol Moseley-Braun from 1993 to 1996; and

1 | | WHEREAS, Bill Houlihan joined the staff of U.S. Senator |
2 | | Richard Durbin following the senator's successful campaign in |
3 | | 1996; he has served as both the downstate director and state |
4 | | director; he brought to the roles his expertise in local, |
5 | | state, and federal government while overseeing the operations |
6 | | of the senator's four district offices; and
|
7 | | WHEREAS, Bill Houlihan is known for his commitment to the |
8 | | Democratic Party and has served the party in a number of |
9 | | capacities; he was elected as chairman of the Sangamon County |
10 | | Democratic Party for three 2-year terms starting in 1988, and |
11 | | he was elected again to this position in 2021; he also served |
12 | | as commissioner of the Springfield Public Building, trustee of |
13 | | the Springfield Sanitary District Trustee, and commissioner of |
14 | | the Springfield Housing Authority; he was elected as |
15 | | committeeman of the 18th District State Central Committee for |
16 | | the Democratic Party of Illinois in March 2014, and he still |
17 | | holds this position; and

18 | | WHEREAS, Bill Houlihan is an avid sports fan and enjoys |
19 | | traveling; and
|
20 | | WHEREAS, Bill Houlihan resides in Springfield with his |
21 | | wife, Cindy Winans Houlihan; they are the parents of four |
22 | | children, Mariah, Grant, John, and Neil, and the grandparents |

1 | | of six grandchildren; therefore, be it
|
2 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE |
3 | | HUNDRED SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that |
4 | | we congratulate Bill Houlihan on the occasion of his |
5 | | retirement, and we recognize his commitment to the State of |
6 | | Illinois; and be it further

7 | | RESOLVED, That a suitable copy of this resolution be |
8 | | presented to Bill Houlihan as an expression of our esteem and |
9 | | respect.
