| ||||||
2 | WHEREAS, The natural gas, oil, and fuels industries | ||||||
3 | contribute significantly to jobs in Illinois communities and | ||||||
4 | to state-of-the-art emissions reductions technologies; and
| ||||||
5 | WHEREAS, The natural gas, oil, and fuels industries | ||||||
6 | support nearly 11 million jobs across the country, power the | ||||||
7 | nation's economy, and generate billions in revenue for the | ||||||
8 | federal government and state governments in rent, royalties, | ||||||
9 | and corporate and income tax payments, including $14 billion | ||||||
10 | for state treasuries through severance taxes in 2019 alone; | ||||||
11 | and
| ||||||
12 | WHEREAS, The natural gas, oil, and fuels industries | ||||||
13 | support more than 243,600 jobs in Illinois, which account for | ||||||
14 | more than $14.9 billion in income; and
| ||||||
15 | WHEREAS, The natural gas, oil, and fuels industries | ||||||
16 | contribute $33.3 billion to the economy of Illinois; and
| ||||||
17 | WHEREAS, The natural gas, oil, and fuels industries | ||||||
18 | contributed $93.4 billion in revenues directly to support the | ||||||
19 | areas where the oil is produced in 11 years, and Illinois | ||||||
20 | relied on those payments to fund schools, infrastructure, and | ||||||
21 | other critical social services; and

1 | WHEREAS, Direct industry jobs pay seven times the federal | ||||||
2 | minimum wage and 70 percent higher than the national average; | ||||||
3 | and
| ||||||
4 | WHEREAS, Every direct job in the natural gas, oil, and | ||||||
5 | fuels industries support an additional 2.7 jobs in affiliated | ||||||
6 | industries, including lodging and restaurants within proximity | ||||||
7 | of these industries' operations; and
| ||||||
8 | WHEREAS, The investments made by the natural gas, oil, and | ||||||
9 | fuels industries have led to a 15 percent decrease in | ||||||
10 | household energy costs in this country over the last decade, | ||||||
11 | while costs for food, education, and healthcare have | ||||||
12 | skyrocketed; and
| ||||||
13 | WHEREAS, Those cheaper energy costs are crucial to working | ||||||
14 | families in our communities and across the country; and
| ||||||
15 | WHEREAS, The natural gas, oil, and fuels industries should | ||||||
16 | not be prevented from recovering costs that other industries | ||||||
17 | are eligible to recover simply because they operate in a | ||||||
18 | different economic sector; and
| ||||||
19 | WHEREAS, The U.S. tax code allows industries across the | ||||||
20 | manufacturing sector to recover costs related to job creation |

1 | and other operational investments; and
| ||||||
2 | WHEREAS, These common tax mechanisms allow these | ||||||
3 | industries to create jobs, invest in our communities, deliver | ||||||
4 | the energy that working families rely on every day, and fund | ||||||
5 | critical education, infrastructure, and social service | ||||||
6 | programs; therefore, be it
| ||||||
7 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE | ||||||
8 | HUNDRED SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | ||||||
9 | we oppose singling out the natural gas, oil, and fuels | ||||||
10 | industries by disproportionately increasing the tax burden on | ||||||
11 | them and on the constituents from the districts we represent; | ||||||
12 | and be it further
| ||||||
13 | RESOLVED, That copies of this resolution be delivered to | ||||||
14 | all members of President Biden's Cabinet and all members of | ||||||
15 | the Capitol Press Corps.
