2 | | WHEREAS, Brigadier General Thomas V. Draude, USMC (Ret.) |
3 | | has served as the President and Chief Executive Officer of the |
4 | | Marine Corps University Foundation (MCUF) and The General |
5 | | Robert H. Barrow Distinguished Chair of Military Studies at |
6 | | the Marine Corps University; he started at the foundation in |
7 | | September 2004 and taught an elective course at the Marine |
8 | | Corps Command and Staff College in Information Operations and |
9 | | a Case Study at the Marine Corps War College; he retired from |
10 | | MCUF in 2015 and is currently an adjunct teacher at St. Leo |
11 | | University and an adjunct teacher at the University of South |
12 | | Florida; and
|
13 | | WHEREAS, General Draude joined USAA's San Antonio, Texas |
14 | | corporate headquarters in February 1993 as Vice President of |
15 | | Support Services; in August 1993, he was promoted to Senior |
16 | | Vice President, Administration and Marketing for USAA Federal |
17 | | Savings Bank; in April 1995, he was reassigned to USAA's |
18 | | Property & Casualty Insurance Group and assumed the position |
19 | | of Senior Vice President and General Manager of USAA's Western |
20 | | Regional Office in Sacramento, California in September 1995; |
21 | | he was reassigned to the Tampa, Florida office in April 1996 |
22 | | and became the Senior Vice President and General Manager of |
23 | | USAA's Southeast Regional Office; he retired from USAA in |
24 | | March 2003; and

1 | | WHEREAS, General Draude served in the United States Marine |
2 | | Corps for over 30 years, retiring on January 1, 1993 as a |
3 | | Brigadier General; his career included serving three tours in |
4 | | Vietnam as an infantry platoon and company commander and as an |
5 | | advisor to the Vietnamese Marines in Vietnam and Cambodia; he |
6 | | returned to the Naval Academy and served as a Company Officer |
7 | | and Brigade Performance Officer; he commanded Marine Embassy |
8 | | Security Guards in Europe and the Fifth Marines; he served as |
9 | | the Assistant Division Commander of the First Marine Division |
10 | | during Operations Desert Shield and Desert Storm; he was |
11 | | responsible for the Marine deception operations in the combat |
12 | | theater; he retired as the Director of Public Affairs for the |
13 | | Marine Corps and served on the Presidential Commission on the |
14 | | Assignment of Women in the Armed Forces; and
|
15 | | WHEREAS, General Draude received two Distinguished Service |
16 | | Medals and ten personal awards for combat, including two |
17 | | Silver Star Medals, the Legion of Merit, the Bronze Star |
18 | | Medal, and the Navy Commendation Medal, all with the Combat |
19 | | "Vs", and the Purple Heart Medal; and |
20 | | WHEREAS, General Draude was born in Kankakee; he graduated |
21 | | with distinction from the United States Naval Academy and was |
22 | | an honor graduate of the U.S. Marine Corps Amphibious Warfare |
23 | | School; he was awarded a master's degree in military arts and |

1 | | sciences and was an honor graduate of the U.S. Army Command and |
2 | | General Staff College; he is also a graduate of the National |
3 | | War College; and
|
4 | | WHEREAS, General Draude and his wife, Sandi, have three |
5 | | adult children, Loree, Patrick, and Ryan; they also have four |
6 | | grandchildren, Sam, Julia, Priya, and Leena; and
|
7 | | WHEREAS, The Kankakee County Museum will be hosting a |
8 | | display of items General Draude has accumulated throughout his |
9 | | career beginning on May 29, 2021; therefore, be it
|
10 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE |
11 | | HUNDRED SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that |
12 | | we declare May 29, 2021 as "Brigadier General Thomas V. |
13 | | Draude, USMC (Ret.) Day" in the State of Illinois; and be it |
14 | | further

15 | | RESOLVED, That suitable copies of this resolution be |
16 | | presented to General Draude and the Kankakee County Museum.
