HOUSE RESOLUTION

WHEREAS, The members of the Illinois General Assembly are deeply concerned about the rise of anti-Semitism throughout the United States and in the State of Illinois; and

WHEREAS, Anti-Semitism is the centuries-old bigotry faced by Jewish people simply because they are Jews; and

WHEREAS, The members of the Illinois General Assembly are deeply concerned by the growing number of incidents of anti-Semitism at the University of Illinois that led to a federal complaint with the Office of Civil Rights at the U.S. Department of Education; and

WHEREAS, The members of the Illinois House of Representatives stand in solidarity with Jewish students at the University of Illinois at Urbana-Champaign and all Jewish students who encounter incidents of anti-Semitism; and

WHEREAS, The University of Illinois at Urbana-Champaign needs to take immediate action to protect Jewish students at the university and stop the scourge of anti-Semitism at our state's flagship public university; and

WHEREAS, The U.S. Department of State, states, and local governments across the United States have adopted the International Holocaust Remembrance Alliance working definition of anti-Semitism to use as a resource in combatting the scourge of anti-Semitism at home and abroad; and

WHEREAS, The Governor of Illinois, as an ex-officio member of the Board of Trustees of the University of Illinois, needs to take immediate action to press the university to protect students from anti-Semitism; therefore, be it

RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE HUNDRED SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we encourage the University of Illinois Board of Trustees to utilize the International Holocaust Remembrance Alliance working definition of anti-Semitism as a basis for recommending policies and actions to stop anti-Semitism at the University of Illinois; and be it further

RESOLVED, That the Board of Trustees of the University of Illinois is encouraged to report to the Board of Higher Education and the Illinois General Assembly by August 1, 2021 and every 180 days thereafter on steps being taken by the university to implement such policies, including mandating training to counter anti-Semitism among administrators and faculty, mandating anti-Semitism awareness for new students, and enforcing a student code of conduct that prohibits intimidation and disruption of Jewish students and organizations on campus; and be it further

RESOLVED, That suitable copies of this resolution be delivered to each member of the University of Illinois Board of Trustees.
