HOUSE RESOLUTION

 
2    WHEREAS, All over the world, persons who menstruate face
3numerous challenges in managing their menstruation, including
4pads and other supplies being unavailable or unaffordable, a
5lack of access to safe toilet facilities with clean water
6where they can clean themselves in privacy, discriminatory
7cultural norms or practices that make it difficult to maintain
8good menstrual hygiene, and other struggles; and
 
9    WHEREAS, Poor menstrual hygiene undermines the educational
10opportunities, health, and overall social status of persons
11who menstruate; and
 
12    WHEREAS, As a result, millions of persons who menstruate
13are kept from reaching their full potential; and
 
14    WHEREAS, Menstrual Hygiene Day was initiated by the German
15non-profit WASH United in 2013; and
 
16    WHEREAS, Menstrual Hygiene Day is a global advocacy
17platform that brings together the voices and actions of
18non-profits, government agencies, individuals, the private
19sector, and the media to promote good menstrual hygiene
20management for all persons who menstruate; and

1    WHEREAS, Menstrual Hygiene Day breaks the silence, raises
2awareness, and changes negative social norms around menstrual
3hygiene management; and
 
4    WHEREAS, Menstrual Hygiene Day engages decision-makers to
5increase the political priority and sparks action for
6menstrual hygiene management at global, national, and local
7levels; and
 
8    WHEREAS, Every person who menstruates should be empowered
9to manage their menstruation safely, hygienically, with
10confidence, and without shame; no person who menstruates
11should be limited by something as natural and normal as a
12period; therefore, be it
 
13    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
14HUNDRED SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
15we declare May 28, 2021 as Menstrual Hygiene Day in the State
16of Illinois.
