HOUSE RESOLUTION

  
 
2    WHEREAS, Chief Dan O'Shea has served as a law enforcement 
3officer for 32 years, including the last five years as the 
4chief of police of the Rockford Police Department; and
  
 
5    WHEREAS, Chief O'Shea has supervised and promoted the 
6development and advancement of over 300 sworn officers who are 
7committed to reducing crime and enhancing the quality of life 
8through an active partnership with the Rockford community; and
  
 
9    WHEREAS, Chief O'Shea has made consistent efforts to build 
10relationships and bridge divides for the betterment of the 
11Rockford community; and
  
 
12    WHEREAS, Chief O'Shea oversaw the development of the 
13Resident Officer Community Keeper, or ROCK House program, in 
14which officers volunteer to live in provided housing and are 
15able to closely interact with and contribute to the resolution 
16of problems within the neighborhoods they serve; and
  
 
17    WHEREAS, Chief O'Shea has supported efforts to address the 
18root causes of violent crime through various initiatives, 
19including  the establishment of the Mayor's Office of Domestic 
20Violence and Human Trafficking Prevention and the Family Peace 
21Center; and

1    WHEREAS, Chief O'Shea has overseen the implementation of 
2upgraded technology and innovative programs, including 
3piloting a co-responder model in which law enforcement and 
4clinicians partner to response to emergency calls that involve 
5a person experiencing a behavioral health crisis; and
  
 
6    WHEREAS, Chief O'Shea will retire from the Rockford Police 
7Department on April 30, 2021 and  end his long and 
8distinguished career of service; therefore, be it
  
 
9    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE 
10HUNDRED SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that 
11we commend Chief Dan O'Shea on his many years of dedicated 
12service as a law enforcement officer and wish him happiness 
13and great success in his future endeavors; and be it further
  
 
14    RESOLVED, That a suitable copy of this resolution be 
15presented to Chief Dan O'Shea as a symbol of our esteem and 
16respect.
