2 | | WHEREAS, The members of the Illinois House of |
3 | | Representatives wish to commend Sandra E. "Sandy" Frum for her |
4 | | 34 years of service to the Northbrook Village Board of |
5 | | Trustees and her 40 years of dedication to the Northbrook |
6 | | community; and
|
7 | | WHEREAS, Prior to serving on the Northbrook Village Board |
8 | | of Trustees, Sandy Frum belonged to the Organization to |
9 | | Preserve the Environment of Northbrook from 1977 to 1978; she |
10 | | served as the chair of the Northbrook Park District Advisory |
11 | | Committee from 1978 to 1981; she then served as a commissioner |
12 | | on the Northbrook Plan Commission from 1983 to 1986; she also |
13 | | served as a commissioner with the Northbrook Park District |
14 | | from 1981 to 1987; and
|
15 | | WHEREAS, Sandy Frum was first elected as a trustee on the |
16 | | Northbrook Village Board of Trustees in April 1987, and she |
17 | | served until 2009; she then served as president from 2009 to |
18 | | 2021; during her 34 years on the board, she served 14 years as |
19 | | the chairman of the Administration and Finance Committee; and
|
20 | | WHEREAS, Sandy Frum made a number of indelible |
21 | | contributions to the Northbrook community; her notable works |
22 | | include community building of both internal and external |

1 | | relationships, implementing the two-zone water system, |
2 | | lobbying legislators in Springfield to protect Northbrook's |
3 | | interests including pension reform and internet sales, |
4 | | improving interoperability for emergency operations, enhancing |
5 | | communications and local adjudication hearings, maintaining |
6 | | Triple A Bond Ratings, and addressing senior needs and |
7 | | housing, cybersecurity measures, and sustainability planning; |
8 | | and
|
9 | | WHEREAS, During her tenure, Sandy Frum was involved with |
10 | | regional agencies and served as president of the Northwest |
11 | | Municipal Conference, a council of 42 municipalities and one |
12 | | township, where she also served on the executive board and as |
13 | | the chair of the Legislative Committee; she also served as the |
14 | | chair of the Steering Committee formed to implement the Cook |
15 | | County Multi-Jurisdictional All Hazards Mitigation Plan and |
16 | | was a member of the Cook County Long Range Transportation Plan |
17 | | Committee, which serves to create a road map for the design and |
18 | | implementation of a fully integrated, multi-jurisdictional |
19 | | transportation system; and
|
20 | | WHEREAS, Sandy Frum has been active in numerous |
21 | | organizations, including the Northbrook Civic Foundation, the |
22 | | National Alopecia Areata Foundation, the Rotary Club of |
23 | | Northbrook, the Rotary District 6440 Leadership Team, and |
24 | | Temple Jeremiah; and

1 | | WHEREAS, Sandy Frum has dedicated herself to her family |
2 | | and the Northbrook community; her leadership style has |
3 | | provided a foundation of civic engagement built upon positive, |
4 | | caring, informed, decisive, committed, and collaborative civil |
5 | | discourse; her public service for the past 40 years highlights |
6 | | her exceptional commitment to the residents and businesses of |
7 | | the Village of Northbrook; and
|
8 | | WHEREAS, Sandy Frum and her husband Carlos have called |
9 | | Northbrook home throughout the past 44 years; therefore, be it
|
10 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE |
11 | | HUNDRED SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that |
12 | | we commend Sandra E. "Sandy" Frum for her service to the |
13 | | Northbrook Village Board of Trustees and her dedication to the |
14 | | Northbrook community, and we wish her continued health and |
15 | | happiness; and be it further

16 | | RESOLVED, That a suitable copy of this resolution be |
17 | | presented to Sandy Frum as an expression of our esteem and |
18 | | respect.
