2 | | WHEREAS, The members of the Illinois House of |
3 | | Representatives are saddened to learn of the death of Marcia |
4 | | Robinson Blair of Chicago, who passed away on March 10, 2021; |
5 | | and
|
6 | | WHEREAS, Marcia Blair was born in Chicago to Roosevelt and |
7 | | Frances Robinson on October 7, 1947; she grew up on the south |
8 | | side of Chicago, where she attended Doolittle Elementary |
9 | | School and later graduated from Harlan High School; she |
10 | | attended Huston-Tillotson University in Austin, Texas, where |
11 | | she was initiated into the Beta Kappa chapter of Alpha Kappa |
12 | | Alpha Sorority, Incorporated in 1968; she married Frank L. |
13 | | Blair Jr. on October 5, 1968; she earned her Bachelor of Arts |
14 | | in Education in 1969; alongside her husband, she settled in |
15 | | Chicago after graduation; they had one child, Marla, in 1971; |
16 | | she later earned a master's degree from Governors State |
17 | | University; and
|
18 | | WHEREAS, A talented educator, Marcia Blair served in the |
19 | | Chicago Public School system for over 35 years; she worked at |
20 | | several schools, including Dunne Elementary School and Robert |
21 | | Healy Elementary School; she retired from Robert A. Black |
22 | | Magnet Elementary School in 2005; and

1 | | WHEREAS, Marcia Blair was a lifetime member of Alpha Kappa |
2 | | Alpha Sorority, Incorporated; she was a longtime member of the |
3 | | Theta Omega chapter in Chicago; she celebrated 50 years as a |
4 | | Golden Soror in 2018; she was committed to the sorority's |
5 | | sisterhood and scholarship; she was proud to have a continued |
6 | | family legacy of sisterhood and service with her daughter, |
7 | | sisters, and several nieces also initiated into the sorority; |
8 | | she worked together with her daughter in the sorority, and |
9 | | they enjoyed spending this time together; and
|
10 | | WHEREAS, Marcia Blair was committed to her faith and was |
11 | | baptized as a child at Gammon United Methodist Church; she was |
12 | | a member of the South Shore United Methodist Church, where she |
13 | | served as a member of the United Methodist Women, the Pastor |
14 | | Parish Relations Committee, the October Birthday Club, and the |
15 | | Women's Day Chorus; she also enjoyed organizing social outings |
16 | | with church members, which included many plays, musicals, and |
17 | | good conversations; and
|
18 | | WHEREAS, Marcia Blair was affectionately known as "Dottie" |
19 | | to family and friends and "Nana" to her grandchildren; she |
20 | | found great joy in traveling with her extended family in her |
21 | | retirement; she took annual vacations with Marla and Zion, and |
22 | | they most recently visited Havana, Cuba; and
|
23 | | WHEREAS, Marcia Blair was preceded in death by her |

1 | | husband, Frank; her parents; and her siblings, Margell, |
2 | | Lamont, Deborah, and Lawrence; and
|
3 | | WHEREAS, Marcia Blair is survived by her daughter, Marla |
4 | | Blair-Hohenkirk (David); her grandsons, Zion and Xavier; her |
5 | | sisters, Mary Hughes and Delores Jackson (Robert); her |
6 | | sisters-in-law, Mary Robinson and Cynthia Ann Blair Ricks; |
7 | | generations of nieces and nephews; a host of cousins; and many |
8 | | lifelong and recent friends; therefore, be it
|
9 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE |
10 | | HUNDRED SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that |
11 | | we mourn the passing of Marcia Robinson Blair and extend our |
12 | | sincere condolences to her family, friends, and all who knew |
13 | | and loved her; and be it further

14 | | RESOLVED, That a suitable copy of this resolution be |
15 | | presented to the family of Marcia Blair as an expression of our |
16 | | deepest sympathy.
