2 | WHEREAS, The members of the Illinois House of | ||||||
3 | Representatives wish to congratulate Madison County Chief | ||||||
4 | Deputy Coroner Roger D. Smith on the occasion of his | ||||||
5 | retirement on March 12, 2021, after 38 years in public | ||||||
6 | service; and
| ||||||
7 | WHEREAS, Roger Smith has had a long and distinguished | ||||||
8 | career in public service; in addition to his work for the | ||||||
9 | Madison County Coroner's Office, he has served as a police | ||||||
10 | officer in Pontoon Beach, as a firefighter for the Long Lake | ||||||
11 | Fire Department, and as an EMT with Laughlin Ambulance Service | ||||||
12 | in Troy and Campbell's Ambulance Service; and
| ||||||
13 | WHEREAS, Roger Smith became a volunteer deputy coroner in | ||||||
14 | 1987 before becoming a full-time employee in 1989; in 2010, he | ||||||
15 | was named Madison County Chief Deputy Coroner and in that role | ||||||
16 | he had the privilege of working with a staff dedicated to | ||||||
17 | serving their community and meeting the highest standards of | ||||||
18 | their profession, with every investigator achieving | ||||||
19 | accreditation from the American Board of Medicolegal Death | ||||||
20 | Investigators; and

21 | WHEREAS, Throughout his career, Roger Smith spent a lot of | ||||||
22 | his time working on child death investigations and going to |

| |||||||
1 | high schools to speak on the dangers of drinking and driving; | ||||||
2 | and
| ||||||
3 | WHEREAS, In addition to his regular duties, Roger Smith is | ||||||
4 | also a former member of the St. Louis Major Case Squad and a | ||||||
5 | founding member of the Illinois Child Death Review Team; and
| ||||||
6 | WHEREAS, Roger Smith is currently an instructor and | ||||||
7 | lecturer for the Illinois Coroners and Medical Examiners | ||||||
8 | Association and the Southwestern Illinois Law Enforcement | ||||||
9 | Commission; he conducts numerous trainings with fire | ||||||
10 | department personnel and reserve deputy coroners and pre-prom | ||||||
11 | presentations at area high schools; and
| ||||||
12 | WHEREAS, Proving his dedication to local public service, | ||||||
13 | Roger Smith currently serves as an executive board member of | ||||||
14 | the St. Louis Area Regional Response System (STARRS) and is | ||||||
15 | co-chairman of the Mass Fatality Committee; and
| ||||||
16 | WHEREAS, After 38 years in public service, Roger Smith | ||||||
17 | plans to continue to be active in disaster planning and as a | ||||||
18 | volunteer deputy coroner in his retirement; and
| ||||||
19 | WHEREAS, Roger Smith greatly enjoyed working in the | ||||||
20 | Coroner's Office because he saw it as a way to be an advocate | ||||||
21 | for the deceased and to help the survivors find answers during |

1 | very dark, difficult times; therefore, be it
| ||||||
2 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE | ||||||
3 | HUNDRED SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | ||||||
4 | we congratulate Roger D. Smith on his retirement and thank him | ||||||
5 | for his many years of dedicated public service to the citizens | ||||||
6 | of Madison County; and be it further | ||||||
7 | RESOLVED, That a suitable copy of this resolution be | ||||||
8 | presented to Mr. Roger D. Smith as an expression of our esteem | ||||||
9 | and respect.
