2 | | WHEREAS, The members of the Illinois House of |
3 | | Representatives are saddened to learn of the death of Charlene |
4 | | Louise Willis, who passed away on September 16, 2020; and
|
5 | | WHEREAS, Charlene Willis was born to Ethel Louise and Mack |
6 | | Charles Moore; she graduated from East St. Louis Senior High |
7 | | School in 1963 and married Curtis Galloway Jr. the following |
8 | | year; she later married Pressgo Willis; and
|
9 | | WHEREAS, Charlene Willis worked for the United States |
10 | | Civil Service Commission in the Office of Personnel Management |
11 | | from 1969 until 1994; as a Black woman, she faced racism and |
12 | | discrimination throughout her career; after three years of |
13 | | retirement, she returned to the workforce as an employee of |
14 | | the private consulting firm Alsip, Incorporated; in 2000, she |
15 | | worked for the United States Census Bureau as a field |
16 | | operations supervisor for the 2000 census; in 2001, she began |
17 | | working as an adjudicator for the Illinois Department of |
18 | | Employment Security (IDES), where she was soon promoted to the |
19 | | role of supervisor; she was promoted again to the role of |
20 | | manager of the IDES East Saint Louis office; and
|
21 | | WHEREAS, Charlene Willis attended Rising Star Missionary |
22 | | Baptist Church in her formative years and joined the Junior |

1 | | and Intermediate choirs and served on the program committee; |
2 | | after a ten year absence, she returned to Rising Star; and
|
3 | | WHEREAS, Charlene Willis was a mentor and a story teller; |
4 | | she was beautiful and smart and loved to read; she was a deeply |
5 | | spiritual person; and
|
6 | | WHEREAS, Charlene Willis was preceded in death by her |
7 | | parents, Ethel Louise and Mack Charles Moore; her husband, |
8 | | Pressgo Willis; her two brothers, Raymon Lee Moore and Bernard |
9 | | Charles Moore; and her sister, Brenda Kaye Moore; and
|
10 | | WHEREAS, Charlene Willis is survived by her son, Curtis |
11 | | Darryl; her daughter, Pamela Charlene; her grandchildren, |
12 | | Anthony Charles, Angela, Angelita, Shayla, Amber, Pamela |
13 | | (Muffin), Curtis Jr., and Tayanna; her 12 great- |
14 | | grandchildren; her sisters, Ethel Marie Samuel and Bernice |
15 | | Moore Crues; her nieces, Kimberly Marie Samuel and Chandra and |
16 | | Charice Moore; and her nephews, Michael (Valencia), Kelvin |
17 | | (Sabrina), and Darrin Curtis Samuel; therefore, be it

18 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE |
19 | | HUNDRED SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that |
20 | | we mourn the passing of Charlene Louise Willis and extend our |
21 | | sincere condolences to her family, friends, and all who knew |
22 | | and loved her; and be it further
