HOUSE RESOLUTION

 
2    WHEREAS, When a person is losing blood, every minute
3counts, and the Stop the Bleed campaign of the American
4College of Surgeons informs Americans about vital measures to
5aid trauma victims; and
 
6    WHEREAS, The initiative was created in the wake of the
72012 mass shooting at Sandy Hook Elementary School; the
8American College of Surgeons convened senior health care and
9public safety leaders to produce a program that will improve
10survival for victims suffering from bleeding injuries, and
11their review led to the development of the Stop the Bleed
12campaign; and
 
13    WHEREAS, Because a trauma victim can bleed to death within
14five minutes, before professional emergency care arrives, the
15program teaches citizens bleeding-control methods developed by
16the military and first responders to help citizens become
17immediate responders; and
 
18    WHEREAS, Nearly 45 million Americans lack access to an
19appropriate trauma center within one hour of being injured;
20ensuring access to trauma care requires many crucial
21components, and steps must be taken to ensure that our trauma
22centers, trauma medical staff, and first responders have the

1resources and skills they need to ensure the best possible
2chance of survival for the injured patient; and
 
3    WHEREAS, The Stop the Bleed campaign also provides kits
4that include tools such as tourniquets, dressings, and topical
5hemostatic agents to help bystanders offer swift assistance at
6the scene of a mass casualty or other incident; and
 
7    WHEREAS, These trauma kits can be affixed to walls in
8public places, much like the cardiac defibrillators with which
9most modern buildings are furnished; and
 
10    WHEREAS, The Stop the Bleed campaign is empowering
11citizens across the country to save lives in situations when
12time is of the absolute essence; and
 
13    WHEREAS, May 20th has been designated as the National Stop
14the Bleed Day by the American College of Surgeons Committee on
15Trauma; therefore, be it
 
16    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
17HUNDRED SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
18we recognize the Stop the Bleed campaign and encourage all
19citizens to participate in the initiative and learn more about
20the importance of bleeding control measures; and be it further

2Day in the State of Illinois.
