2 | | WHEREAS, The Sexuality Information and Education Council |
3 | | of the United States reports that Illinois teens experience |
4 | | higher percentages of forced sexual intercourse, dating |
5 | | violence, and physical or sexual violence compared to the |
6 | | national average; and
|
7 | | WHEREAS, The Centers for Disease Control and Prevention |
8 | | (CDC) reports 1 in 3 women and 1 in 4 men have experienced |
9 | | sexual violence involving sexual contact; and
|
10 | | WHEREAS, 1 in 9 females and 1 in 36 male high school |
11 | | students reported experiencing sexual dating violence in the |
12 | | last year; and
|
13 | | WHEREAS, Members of the LGBTQ+ community face greater |
14 | | rates of sexual violence compared to heterosexual individuals; |
15 | | and
|
16 | | WHEREAS, Approximately half of transgender people are |
17 | | sexually assaulted in their lifetime; and
|
18 | | WHEREAS, Approximately 1.8 million cases of chlamydia and |
19 | | over 500,000 cases of gonorrhea were reported to the CDC in |
20 | | 2018; and |
|

1 | | WHEREAS, In 2017, Illinois ranked 10th for the rate of |
2 | | chlamydia and syphilis cases and was ranked 17th for the rate |
3 | | of gonorrhea cases; and |
4 | | WHEREAS, Sexually transmitted diseases cost the U.S. |
5 | | healthcare system $16 billion annually; and |
6 | | WHEREAS, Comprehensive sex education means that the sex |
7 | | education curriculum fully meets the seven topics of the |
8 | | National Sexuality Education Standards, which include Anatomy |
9 | | and Physiology, Puberty and Adolescent Development, Identity, |
10 | | Pregnancy and Reproduction, Sexually Transmitted Disease and |
11 | | HIV, Healthy Relationships including consent education, and |
12 | | Personal Safety; and |
13 | | WHEREAS, Comprehensive sex education has been proven to |
14 | | reduce teen pregnancy and STD rates as well as to increase |
15 | | contraceptive use and help young people have healthy |
16 | | relationships; and |
17 | | WHEREAS, The CDC found a 12% reduction in sexual |
18 | | risk-taking among students who had comprehensive sex |
19 | | education; therefore, be it

20 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE |

1 | | HUNDRED SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that |
2 | | we recognize every student has the right to comprehensive sex |
3 | | education, and we support organizations and schools that are |
4 | | providing comprehensive sex education; and be it further
|
5 | | RESOLVED, That comprehensive sex education is necessary to |
6 | | aid in the reduction of the high rates of sexual violence and |
7 | | sexually transmitted diseases.
