HOUSE RESOLUTION

WHEREAS, The members of the Illinois House of Representatives wish to commend David A. Northern Sr. on his contributions to his community and the State through his work for the Housing Authority of Champaign County; and

WHEREAS, David Northern Sr. was born and raised in Gary, Indiana; he earned his Master of Public Affairs from Indiana University Northwest and his Bachelor of Science in Accounting from Ball State University; he holds a Certificate in Housing and Community Development for the completion of the Executive Education Program from the University of Maryland, a Graduate Certificate in Public Management from Indiana University Northwest, and a Certificate from the Institute for Innovative Leadership Development; he completed the NeighborWorks Achieving Excellence Program offered through Harvard University and was certified as a Rental Housing Development Finance Professional by the National Development Council; and

WHEREAS, For more than 25 years, David Northern Sr. has developed a distinguished career in federal housing assistance programs, including urban planning and policy development; he has served as the executive director and chief executive officer of the Housing Authority of Champaign County (HACC) in Champaign since April 2018; in this position, he is responsible for administrative and professional oversight in planning, directing, and coordinating the HACC's varied and complex Housing and Community Development Programs while ensuring compliance with HUD regulations; and

WHEREAS, David Northern Sr. is currently the senior vice president of the Public Housing Authority Directors Association (DC), which represents roughly 2,000 housing authorities throughout the nation; he also serves as the Illinois vice president of Members Services of the National Association of Housing and Redevelopment Officials (NAHRO), a trustee of the Champaign Fire Pension Board, and a member of the OSF HealthCare Heart of the Mary Foundation Council; he formerly served as an elected member of the Board of Education for Community Consolidated School District 46, a secretary of the Lake County (IL) Sheriff's Office Merit Commission, and a member of the Special Education District of Lake County Executive Board; and

WHEREAS, David Northern Sr. has received numerous awards during his illustrious career, including being named as Citizen of the Year by Omega Psi Phi fraternity's Chicagoland members in 2018 and being named as an honoree (USA) for the Wheatle Peart 2018 Global Business Ball; he was awarded the R. Delacy Peters Lifetime Achievement Award for dedication to federal housing in 2018 and the Most Influential African American of Lake County Award in 2015; he has been featured in a number of publications, including Ball State University's alumni magazine, the Chicago Peoples Voice newspaper, and Ebony magazine; and

WHEREAS, David Northern Sr. will complete his time at the helm of the Housing Authority of Champaign County on January 28, 2021; he will next serve as the new president and CEO of the Housing Authority's Birmingham Division in Birmingham, Alabama; therefore, be it

RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE HUNDRED SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we commend David A. Northern Sr. on his work for the Housing Authority of Champaign County and wish him well in his future endeavors; and be it further

RESOLVED, That a suitable copy of this resolution be presented to David Northern Sr. as an expression of our esteem and respect.
