HOUSE RESOLUTION

 
2    WHEREAS, Although the U.S. has made tremendous progress in
3its struggle to overcome its tragic racial history, much work
4remains to be done; and
 
5    WHEREAS, Black Americans are much less likely to move up
6the economic ladder than others; and
 
7    WHEREAS, Many factors are at work, including systemic
8anti-Black racial inequities, educational inequalities,
9neighborhood effects, workplace discrimination, parenting,
10access to credit, rates of incarceration, and so on;
11therefore, be it
 
12    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
13HUNDRED SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
14the Commission on the Social Status of Black Males is created
15to study the social conditions of Black males, create
16evidence-based and measurable policy and system changes,
17develop strategies to assist in remedying severe adversities,
18support forums to promote statewide achievements, and make
19sustainable recommendations to improve the life chance and
20quality of life of Black males in Illinois; and be it further
 
21    RESOLVED, That the Commission shall consist of the

1following 21 members, who shall serve without compensation:
2        (1) Two State Representatives appointed by the Speaker
3    of the House, one who shall serve as co-chair;
4        (2) Two State Representatives appointed by the House
5    Minority Leader, one who shall serve as co-chair; and
6        (3) 17 members to be appointed by the co-chairs, who
7    shall be from the following groups:
8            (a) One U.S. Representative from Illinois;
9            (b) Four elected officials from four different
10    Illinois cities, one of whom shall serve as Chief
11    Commissioner;
12            (c) Three Illinois high school students from
13    different cities;
14            (d) Three Illinois college students from different
15    cities;
16            (e) Three representatives from Illinois-based
17    philanthropic non-profit organizations; and
18            (f) Three public members from the general public;
19    and be it further
 
20    RESOLVED, That the Commission shall meet at the call of
21the co-chairs, but no less than four times a year; and be it
22further
 
23    RESOLVED, That the Commission will civically-engage
24communities throughout Illinois to fulfill its mandate; and be

2    RESOLVED, That the Department of Children and Family
3Services shall provide administrative support for the
4Commission; and be it further
 
5    RESOLVED, That the Commission shall submit quarterly
6updates to the General Assembly; it shall submit its final
7report of research-informed, evidence-based recommendations no
8later than January 1, 2023 and upon the filing of the report is
9dissolved.
