SYNOPSIS AS INTRODUCED:
 
ILCON Art. XIV, Sec. 3

    Proposes to amend the Constitutional Revision Article of the Illinois Constitution. Provides that amendments to specified provisions of the Constitution concerning statements of economic interests may be proposed by petition. Provides that such amendments shall be limited to establishing and enforcing stronger ethical standards for candidates for or office holders of: (i) State office; (ii) offices in units of local government and school districts; and (iii) membership of a Commission or Board created by the Constitution. Makes conforming changes. Effective upon being declared adopted.

3    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
4HUNDRED SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE
5SENATE CONCURRING HEREIN, that there shall be submitted to the
6electors of the State for adoption or rejection at the general
7election next occurring at least 6 months after the adoption
8of this resolution a proposition to amend Section 3 of Article
9XIV of the Illinois Constitution as follows:

CONSTITUTIONAL REVISION

13SECTION 3. CONSTITUTIONAL INITIATIVE FOR LEGISLATIVE ARTICLE
14AND STATEMENTS OF ECONOMIC INTERESTS
15    Amendments to Article IV or Section 2 of Article XIII of
16this Constitution may be proposed by a petition signed by a
17number of electors equal in number to at least eight percent of
18the total votes cast for candidates for Governor in the
19preceding gubernatorial election. Amendments to Article IV
20shall be limited to structural and procedural subjects
21contained in Article IV. Amendments to Section 2 of Article
22XIII shall be limited to establishing and enforcing stronger
23ethical standards for candidates for or office holders of: (i)

1State office; (ii) offices in units of local government and
2school districts; and (iii) membership of a Commission or
3Board created by this Constitution. A petition shall contain
4the text of the proposed amendment and the date of the general
5election at which the proposed amendment is to be submitted,
6shall have been signed by the petitioning electors not more
7than twenty-four months preceding that general election and
8shall be filed with the Secretary of State at least six months
9before that general election. The procedure for determining
10the validity and sufficiency of a petition shall be provided
11by law. If the petition is valid and sufficient, the proposed
12amendment shall be submitted to the electors at that general
13election and shall become effective if approved by either
14three-fifths of those voting on the amendment or a majority of
15those voting in the election.

SCHEDULE
18    This Constitutional Amendment takes effect upon being
19declared adopted in accordance with Section 7 of the Illinois
20Constitutional Amendment Act.
