HOUSE JOINT RESOLUTION

 
2    WHEREAS, It is highly fitting that the Illinois General
3Assembly pays honor and respect to the truly great individuals
4who have served our country and State and, in doing so, have
5made a difference in their home communities and in the lives of
6those they have encountered; and
 
7    WHEREAS, Carol Shields was born in Sigourney, Iowa to
8Raymond and Kathlyn (Dwyer) Adrian on November 19, 1938; she
9married Harland K. Shields in Fairfield, Iowa on June 11,
101960; and
 
11    WHEREAS, Carol Shields was a longtime Pekin community
12leader; and
 
13    WHEREAS, Carol Shields began her working career as an
14x-ray technician at Pekin Hospital after earning an associate
15degree from St. Joseph Hospital in Ottumwa, Iowa; as one of
16Pekin's biggest cheerleaders, she also served as executive
17director of the Pekin Area Chamber of Commerce from 1996 to
182001; and
 
19    WHEREAS, Volunteerism was at the forefront of Carol
20Shields's life; she served as chair of the Pekin Hospital
21Board of Directors and of the Pekin Hospital Foundation Board

1and was a catalyst for numerous projects at Pekin Hospital;
2she was a founding member of the Pekin Transportation
3Committee, which helped bring the Veterans Drive corridor to
4fruition; she was a past president of the Pekin Area Chamber of
5Commerce, a past chair of the Pekin 1st Committee, and a
6longtime emcee for the Puttin' on Pekin Breakfasts; and
 
7    WHEREAS, Carol Shields served the City of Pekin on the
8Human Rights Advisory Board and on the Economic Development
9Advisory Committee; she was a longtime member of the Kiwanis
10and SCORE and served as a Cincinnati Township Trustee; she was
11a Fourth of July Fireworks organizer in Pekin and a past grand
12marshal of the Pekin Marigold Festival; she served on the
13boards of the United Way of Pekin, Advanced Medical Transport,
14and Commerce Bank; she was vice president of the Highland
15Woods Board and was a former volunteer with the Cub Scouts/Boy
16Scouts, Build Pekin, Newcomers, the Cancer Fund, and the
17Junior League; and
 
18    WHEREAS, In 1996, Carol Shields was chosen as Illinois
19REALTORS President, making her the fourth woman to hold the
20position in the association since its founding in 1916; and
 
21    WHEREAS, Carol Shields was also known for her involvement
22with the Peoria Area Association of REALTORS and the National
23Association of REALTORS; and

1    WHEREAS, Since joining Illinois REALTORS in 1976, Carol
2Shields served on numerous committees, including 14 as chair;
3those leadership positions included the Make America Better
4Committee, the RPAC Fundraising Committee, the Inaugural
5Banquet Committee, RPAC Trustees, the Jurisdiction Committee,
6the Finance Committee, the Leadership Committee, the Local
7Association Relationships Committee, the Nominating Committee,
8the Executive Committee, the Credentials Working Group, and
9the Advisory Council; and
 
10    WHEREAS, Carol Shields was a member of St. Joseph Catholic
11Church in Pekin; and
 
12    WHEREAS, Carol Shields is survived by her sons, Doug and
13Dave (Lori) Shields; her granddaughter, Katelyn (Austin)
14McDougall; her step-grandchildren, Alex Golden, Ted Golden,
15and Cassandra (Daniel) Freed-Pastor; her great-granddaughter,
16Sarah Freed-Pastor; her brother, Jerry (Judy) Adrian; her
17nieces, Carrie (Mark) Danner and Kristen (Dominic) Whiston;
18and her nephew, Denver (Juleen) Adrian; therefore, be it
 
19    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
20HUNDRED SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE
21SENATE CONCURRING HEREIN, that we designate IL Route 29 in
22Pekin (8th Street) from Kennedy Drive to Edgewater Drive as

1the "Carol Shields Memorial Highway"; and be it further
 
2    RESOLVED, That the Illinois Department of Transportation
3is requested to erect, at suitable locations consistent with
4State and federal regulations, appropriate plaques or signs
5giving notice of the name "Carol Shields Memorial Highway";
6and be it further
 
7    RESOLVED, That suitable copies of this resolution be
8presented to the family of Carol Shields and the Secretary of
9Transportation.
