| ||||||
2 | WHEREAS, It is highly fitting that the Illinois General | ||||||
3 | Assembly pays honor and respect to individuals who have given | ||||||
4 | their lives in service to their communities; and
| ||||||
5 | WHEREAS, The Illinois State Police has proudly served the | ||||||
6 | citizens of Illinois since 1922, and its dedication to public | ||||||
7 | safety has saved countless lives and has enriched the State of | ||||||
8 | Illinois; and
| ||||||
9 | WHEREAS, Special Agent Pete Earl Lackey of Winchester was | ||||||
10 | killed in the line of duty as he was on his way to work in | ||||||
11 | Springfield, scheduled to testify at a drug trial that | ||||||
12 | morning; and
| ||||||
13 | WHEREAS, The defendant in the case spotted Special Agent | ||||||
14 | Lackey driving toward the city and rammed his car into the rear | ||||||
15 | of Lackey's automobile; when Special Agent Lackey pulled over | ||||||
16 | to the shoulder of the road, the attacker jumped through the | ||||||
17 | passenger side window with a large hunting knife in his hand | ||||||
18 | and attacked Special Agent Lackey while he attempted to reach | ||||||
19 | for his weapon; and
| ||||||
20 | WHEREAS, The defendant was later arrested and brought to | ||||||
21 | trial in Decatur but was acquitted; in 1981, he admitted his |

1 | crime in an interview with a reporter from Springfield's State | ||||||
2 | Journal Register; and
| ||||||
3 | WHEREAS, Special Agent Lackey had served with the Illinois | ||||||
4 | Bureau of Investigation (IBI) for two years; prior to serving | ||||||
5 | with the IBI, he had been a physical education teacher and | ||||||
6 | coach at Winchester High School; and
| ||||||
7 | WHEREAS, Special Agent Lackey was survived by his wife and | ||||||
8 | two children; and | ||||||
9 | WHEREAS, The service and sacrifice of Special Agent Lackey | ||||||
10 | should never be forgotten; therefore, be it
| ||||||
11 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE | ||||||
12 | HUNDRED SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE
| ||||||
13 | SENATE CONCURRING HEREIN, that we designate Old US Route 36 | ||||||
14 | from Jacksonville to Alexander as the "Special Agent Pete | ||||||
15 | Lackey Memorial Highway"; and be it further
| ||||||
16 | RESOLVED, That the Illinois Department of Transportation | ||||||
17 | is requested to erect at suitable locations, consistent with | ||||||
18 | State and federal regulations, appropriate plaques or signs
| ||||||
19 | giving notice of the name of "Special Agent Pete Lackey | ||||||
20 | Memorial Highway"; and be it further

1 | RESOLVED, That suitable copies of this resolution be | ||||||
2 | presented to the surviving members of Special Agent Pete | ||||||
3 | Lackey's family, the Illinois State Police, and the Secretary | ||||||
4 | of the Department of Transportation.
